Show 9 THE GREEN SHEET Thursday, November 1, 1984 (Dzpcmeinift Proposals Have Merit, But. When Green Sheet area voters go to the polls Tuesday, the ballot will be a demanding one full of tough decisions on individual candidates, possibly even a greater challenge in deciding from among candidates whose names are less than familiar. Mucih , , of filling out the ballot is like taking a multiple choice test - placing an "X" by what appears to be the best choice, or, in many cases, choosing the lesser of the evils. In addition to choosing between individual candidates, voters will be asked to help decide the fate of six proposals that would become state law if favpred. Five of them are aimed at changing the Utah Constitution. While all six of them have favorable aspects, none is without flaw in the eye of the discerning voter who tends to look at change with a jaundiced eye. - Initiative A: Cable TV Decency Act. It seems premature to be making this decision prior to a decision of constitutionality of a law governing the same subject. - Proposition One: Tangible Personal Property Tax Exemption. Those who have proposed the change appeared to have failed in building a strong case. Opposing the proposal, then, would favor the local application of the level of fees. . Proposition Two: Legislative Sessions Amendments. Two general sessions would be favored, rather than having one as a budget session. However, the Legislature should first streamline its operation to use more efficiently the time allocated for regular sessions. Extending the total number of days will not necessarily hold down the frenzy of the final days and hours of a given session, the type of frenzy that yields flawed bills and, thus, disruption in how those new laws are enforced. I - Proposition Three: Judicial Article. It is important to retain the procedure in which a person can file as a candidate to oppose an incumbent judge. This proposal would eliminate that op- portunity. - Proposition Four: State School Fund Amendments. Primary opposition to this proposal lies in the limitation it would impose on the Legislature to allocate revenues using sound discretion according to specific needs at a given time. - Proposition Five: Right To Bear Arms. Like some of the other proposals, opposition to this one can be easily misinterpreted. Although a person's right to bear arms should be protected, the present constitutional provision does so adequately, making the present proposal unnecessary. If they learn nothing more than to stop saying ya know, its time well spent by the committee and the contestant. The Miss Utah Pageant is the second largest state pageant in the Miss America program. Texas boasts the biggest. The local, state and national pageants stress, of course, beauty, but also poise and intelligence, and talent counts for a full 50 percent of the scoring. The crown, however, is generally won or lost in a personal interview, all other things being anywhere near equal. that family take satisfaction that the great Beauty pageants havent always had the best image, but the Miss America program in Utah is conducted in such a way that the girls are benefitting from mere participation on the most local of levels. Few have the attributes to actually become Miss America, especially Given the circumstances going into the Miss America Pageant, Sharlene was in a good position to receive solid consideration. The occasion was a breakfast meeting last week where Sharlene Wells was the guest of honor. The others in attendance, for the most part, were what is called the pageant family, as related to the Miss Utah Pageant. The pageant family, of course, got a big lift when Sharlene was crowned Miss America. Every year Murrays Rhea Kiisel, South Jordans Linda Sandstrom, Salt Lake Valleys Marelyn Nielsen, Sandys Beverly Barrett and many other area pageant directors tell the hopefuls in their local pageant that they are taking the first step toward becoming Miss America. Those statements certainly have more credibility now. That story wasnt told at an event that drew much interest from the press. It was shared with the pageant family. It's the kind And here it I listened to a couple of Beethoven concerts recently and marveled at how much music poured from his inner realm, while, at the same time, he was growing more and more deaf to all outer sounds. This hearing is being held to get the publics reaction and comments to changing the junior high program and curriculum from what it now exists. Some of the proposed changes are: Graduation or promotion exercises from ninth grade will be eliminated for the 1984-8- 5 school year without any recommendations to replace it with a substitute activity. The thinking behind it being that parents, in feeling proud of their childrens accomplishments, are spending too much money on buying them new dresses, shirts and pants for this important occassion. The schools also are spending from $400 up, depending on how elaborate an affair is put on. Too much time is being spent on rehearsals, with the teachers and principals not wanting it. Doesnt it make a difference what you as parents and your children want? In surveying our parents at Obviously, she did nothing to hurt her chances, but from what we were able to observe Friday, she is a Miss America with the potential to be remembered beyond her reign. She is lovely, articulate, graceful, and yes, opinionated about her values. She also thinks well on her feet. Her traveling companion shared a story with the pageant family that helped to humanize the girl behind the image. It seems that just before Sharlene left for Atlantic City, there were a couple of sixth grade girls in the Provo area who had some problems. She met with them and tried to help boost their morale. One of the requests she made for her busy itinerary in Utah - a constant round of activities for the brief three days she was here - was that these young girls be seated with her at a banquet in her honor in Orem. well-spoke- n the first time they enter a pageant, but through a series of workshops and the caring attitude of pageant committees, the girls do have an opportunity to improve themselves. Local winners receive scholarship monies. Workshops generally focus on make-up- , clothing, walking, talent and the aspects of the interview -how to express themselves, what kinds of materials they should be reading, etc. They are aimed at making a young woman more aware of her own personal endowments and developing grace and poise. We like to give them a chance to win, but -- -- Mat Cable TV our junior high last spring, 317 out of 435 parents wanted to keep the traditional promotion exercises. Gini Larson Murray I think its economics. People have been talking a lot about religion, but I think its economics, especially taxes. Reagan claims he wont increase taxes, but he said the same thing about not cutting social security. Its hard to know who to believe. Im for Mondale, but feel my vote is somewhat futile because whoever wins will probably increase taxes, which I cant afford. Mitch Forbush Midvale It is the national debt. From the way things are going, we may be saddled with it for years to come. All the presidents go in saying theyll change it, but then cant seem to do what they promise. They go in ready to set the world on fire and someone steals their matches. Even though its often discouraging, I always vote, so I will have the right to complain. Amy Beth Phippen, 11 South Cottonwood Im for Reagan because he is going to keep taxes down, and I know thats important to my parents. In the debates it seemed like Reagan would say something and then Mondale would get all huffy.
