Funding provided to the Salt Lake Skills Center, by the Utah State Office of Education, is giving remedial training in reading and math to students who intend to go into vocational education programs. Students unable to read classroom texts would otherwise be screened out of basic vocational programs, explained Pat Latham, dean of the Skills Center, a division of Utah Technical College at Salt Lake. However, with only about two hours per day of intensive computer-assiste- d instruction, many students are able to lift their reading and math level by approximately one grade for every 30 to 60 hours they apply themselves, she said. Marion Noble, program coordinator, said the program was developed specifically for adults. The program is a pilot project, available to students on an open-entr- y basis. The Skills open-exCenter has previously offered such remedial training for grades three through seven. It is true that because of tight revenue situations, the Legislature has been extremely austere with education as well as all other state agen- cies for the past two years. It has been quite different than during the 70s when sizeable increases were year after year. It is my observation that we are all going to have to become accustomed to austerity for the next several years. While education is genuinely in dire need of additional funding, and is also our highest priority of state spending, it is doubtful that the increases in funding will approach the size being talked about. The State Board of Regents, which is speaking for the colleges and universities, is asking for a 27 percent increase in appropriations. They must be totally out of touch with reality to truly expect this type of increase. The total of Higher and Public Education increases being considered by their respective boards approaches $150 million. This would place an extremely heavy load on our taxpayers, especially when you consider that Utah pays the highest percentage of its personal income in taxes for education as compared to its sister states already.
