The report was handed out during a meeting of the County Council of Governments Boundary Its and Functions Committee. primary purpose, according to Murray Mayor LaRell Muir, committee chairman, is to increase the possibility of shared services in Salt Lake County. The report calls attention to the d of potential needs areas to contract for municipal services. Proposed incorporations such as Magna City, for instance, might request such contracts - particularly for public safety services during their start-u- p years. He asked for a cooperative agreement that will provide legal protection - for the local jurisdiction as well as the county. meet future service needs. - To facilitate cooperation in the delivery of services, efforts should continue, where appropriate, to standardize procedures, ordinances, training and equipment. - Entities with street address systems that do not currently conform to the county coordinate system should be encouraged to bring about conformity. - Cooperative action should be considered, where appropriate, with regard to the implementation of any new state or federally mandated programs involving two or more governments. - Given the rapid changes in technologv, cooperative action should be considered before large -- -- -- - Muir asked ADULTS WiE members study the report and be ready to make recommendations on it next month. The report includes the following recommendations: - Policy bodies of local governments interested in providing contract services to other entities should clearly and enthusiastically throughout their administrative structures. - Salt Lake County should be encouraged to designate an individual familiar with county structure and procedure to act as a contact point for entities interested in receiving services. - Other entities in providing services should designate similar contact individuals. Local elected officials should ask the State Legislature to amend the Interlocal Cooperation Act to clarify its provisions relative to liability.
