A lease agreement for use of City Hall space by the Fifth Circuit Court was approved here Thursday by the City Council. The council approved a lease which calls on the Court Administrators office to pay $39,600 per year for use of City Hall by the West Valley branch of the Circuit Court system. West Valley joined the system on July 1 by mandate of the State Legislature. City officials are waiting to see the reaction of the Court Administrators office since the lease approved by the council differed in several respects from the contract sent by the court to the city, said City Recorder Kathy Kaumans. The changes involved relatively minor matters, such as court employes use of open and smoking areas in the building, and did not affect the amount of money paid by the state, Mrs. Kaumans added. The court has exclusive use of roughly 4,600 square feet in the building and shares another 1,800 square feet with the city. The court has expanded from its previous room into offices previously used by the City Public Works Department. City Council chambers also are in the process of being transformed into a second courtroom. In other matters, the council altered the business license ordinance and the fee structure for pawnshops. Previously, pawnshop operators also had to obtain licenses for sale of certain materials, such as gold and silver. The change eliminates the need to obtain several licenses and also reduces the fee. One pawnshop operator who would have had to pay $700 for all of the required permits now will pay about $400 annually, Mrs. Kaumans noted.
