The pros and cons of Lake Valley City was the topic for a lively debate Thursday during a meeting of the Magna Chamber of Commerce at the Copper Golf Club. Bob Jones, social studies teacher at Cyprus high and a candidate for a seat on the Lake Valley City Council, confronted Bill Bannon, a member of the Lake Valley study committee and second vice chairman of the Taylorsville-Bennio- n Community Council. Jones said that he has three main reasons for supporting the proposed new city of 200 square miles of unincorporated county, with the first being his belief that it would keep taxes down. Our property taxes are directly threatened, Jones said, but if we could contract with the county for the services we already have, it would be at a minimal cost. We are talking about adding a city government for 1.5 million dolwhich would lars, he added, definitely be only a slight tax raise. In addition, Jones said that Lake Valley was a good idea because it would help keep Salt Lake County personnel intact in such areas as sheriff, planning and zoning and fire. Then he projected that within five or 10 years the city would buy equity in the services and somewhere down the line turn it into Lake Valley City agencies. Jones third reason for looking favorably on Lake Valley was because he felt there would be more representation through a council than there is with nine-memb- er three county commissioners. He admitted that Magna would of a vote in the have only new city, but he added that by 1991, or the year 2000, the west side might finally have the majority one-nint- h vote. Jones also contended that if Magna were to incorporate, it would have no sales tax. He said that property taxes would go up and the town couldnt rely on Kennecott to support the city. In a big city like Lake Valley, revenue would come from all over, rather than a single source, Jones said, and 11 of the 21 different services were now getting from the county would remain. The proposal CHece's jcdsO fiecj was meant to keep the status quo, he concluded. Bannon prefaced his remarks by referring to last weeks Green Sheet where headlines said, Should City Fail . . County has No Backup Proposal. This tells me a lot about the County Commission, he said. Bannon pointed out the inaccuracy of the projected $1.5 million to run the new city, citing Utah Taxpayers Assn, figures of 5. million. He added that after the study had been completed he went back into the appendix and added up the figures and they just didnt add up. I am doubtful that costs will stay that low, Bannon said, because there are costs that we didnt even think about when we were putting the study together, such as membership in the Council of Governments that amounts to 50 or 60 thousand dollars and that is only one organization that the city would be obligated to be a member . of. Also there will no doubt be a demand for greater services, he added, since a lot of people on the east side would like to see better G Dunamy service up there. Bannon also said it is unlikely that costs would stay as they are projected, since he visualized individual departments in the new city requesting more and better equipment. He pointed out that as far as Magna is concerned, its representation would be almost minimal since its residents would be able to vote for a mayor and one council member out of nine. And if the other eight dont agree with your representative, you have no vote, Bannon said. The candidates running for office are inexperienced in what they will be asked to do, he went on. It makes me feel a little like someone going to work in a television repair shop whose only qual- ification is that they watch a lot of TV. West Valley City had a lot of good people, but they had no expertise in running a city and they made a lot of mistakes. You cant go into creating a new city without having people who know what they are doing. Bannon said there are reasons peculiar to Magna which should in WEST VALLEY View Thursday, Apr. 15, fluence the way its citizens vote. Among them is the fact that Magna makes up only a small part of the geographical area of District One, and there is no assurance that the person who represents that district will even be from Magna. of one out of nine Is votes really that much better? he asked. Before I started working in Magna (with the Sheriffs Department) I had never been here, Bannon said, and I had heard a lot of negative things about the area. But I got a very pleasant surprise because there is better organization, more community identity than any other place in the county. We are hearing the same old arguments that we heard before and it is that our taxes will go up if we dont vote for Lake Valley City, Bannon said. Im not denying that annexation is a problem, but if Lake Valley City fails, my community is going to incorporate and protect our tax base. But if you are going to vote without knowing the facts, you are making a mistake. Vote no if you dont like it, but for heavens sake, vote for a mayor. There are a couple of people running for mayor on this proposal that scare me to death, he added. One in particular told me that he really didnt care whether the west side went for it or not because they of the vote on the had east side, so be careful who you n two-thir- choose.
