In fact, the Legislature in- - 2 tends its actions to bring about an actual decrease in property taxes, primarily in Salt Lake County, where subsidization of the rest of the state has been taking place through the school finance system. The Legislature did choose to adopt one of the governors major requests, that of the motor fuel tax. The Governor had asked for three cents additonal tax, but only two cents was instituted, realizing that some additional funding is needed to keep up our existing roads rather than allow them to fall apart because of a lack of funds, it was deemed to be a wise investment. It seemed more sensible to step carefully and conservatively, laying solid groundwork for the coming 1980s. Starting fiscal year 1981-8- 2 with an austere financial position should put our state in a much better position to meet the unknown situations around and the corner of 1982-8thereafter. Of course, you have to understand that this opinion is bias with me, being a part of the majority party, but in all reality, all opinions are biased, especially those from the governor and Democratic leadership. The final determination going to have to be made by each citizen and, more appropriately, about a year from now.
