BECOMING CIVILIZED honduras to return to constitutional form of government washington formal notice has been received from the provisional government of honduras that sept 15 next the anniversary of the cal independence of central america has been et as the date upon which honduras will return to a cons titu form of government adopting the provisions of the constitution of 1894 an election will take place in october for a permanent president and it is understood that the candidates are general davila aceal dent of the provisional government and dionysus gutienez formerly a member of the cabinet and long aromi nent in the political affairs of hon duras the decision to return to a perma nent form of government was un the result of the refusal of the state department to recognize the present provisional government of honduras upon an application several weeks ago of anor ugarte who came to washington for that pur pose the departments reason was that recognition of provisional gov ern ments of this kind tended greatly to stimulate efforts at revolution in central america
