Manyofthese people are able to get by in the community fairly well without speaking English until a crisis situation arises. Then they need to communicate and communicate accurately. When a situation requires the assistance of a police officer and one or more of the people involved do not speak English the officer is at a marked disadvantageattrying to solve the problem.
