LIMBURG Executive Vice President Provo Chamber of Commerce The Provo City Board of Education has set Oct. 6 as the date for an election to decide whetherornot the school district shall have the authority to impose an 8.00 mill ‘'voted leeway” levy. The election has been scheduled in conjunction with the municipal primary elections. This Tuesday, Aug. 25, businessmen and womenof the community will have an opportunity to become informed on the issue. The meeting will take place at noon at the Royal Palms Restaurant. All businesses are invited; reservations should be made by calling 373-6770. Dr. John Bennion, school superintendent, will present the case of the schools at the meeting, whereupon a chamber panel of interrogators from thelegislative action committee will ask questions to bring out more information, make comparisons, and, in a way help “present the other side,’’ even though noposition has been taken by the committee or the chamber at this point. A poll of those present will be taken at the end of the meeting on the issue — either favoring the leeway or not — afterwhich the committee will determine if a full poll of the chamber membership neighboring districts, which will undermine their ability to attract and retain outstanding teachers. The present voted leeway approved in the 1960's was based on a chamber in September. I would like to use the balance of this article to point out some of the pros and cons on the issue, as presented by the Utah Taxpayers Association und the Provo School District The present voted leeway tax is dollar amount per student with no provision for inflation. It began at 4.0 mills and is now down to 1.4 mills In the late fall of 1980, the legislature ordered a reduction in the current budgetof 3.5 percent to compensate for a shortfall in state revenues. For Provo the reduction of 3.5 percent amounted to $370,000. The legislature gave school districts an increase of less than six percentfor this year. Thatis a brief summaryas to why a voted leewayis needed, according to the school district. Some future articles could mention where the monies would go if voters approve the mill increase, what the costs would be to property owners, what is at stake with the voted leeway, and somecomparisonsof the budget and personnel for the coming year as compared with a year ago. The taxpayers’ association argues that if the measure passes, taxes 1,42 mills. A voted leeway levy is in- tended to allow a schooldistrict to fund school programs above the basic program provided by the legislature's guarantee of $1,003 per student. Twelve of Utah's 40 districts now impose a voted leeway, including Granite, Jordan, Salt Lake, Ogden, Logan, and Murray. The schooldistrict argues that the leeway increase is necessary becausethe district must reduce the school budgetfor 81-82 by $900,000 in order to bring expenditures in line with revenues. Among the cuts damaging to the educational program are: 1) Junior Highs going from seven to a six period day; 2) class sizes, already large, will be increased at most gradelevels; 3) instrumenta! music at the elementary level eliminated; 4) enrichmentfor gifted students greatly curtailed; and 5) textbook and other feeswill be assessed high school students.
