GovernorDiscusses Water Rights, MX In Washington D.C. aa By LEE RODERICE, ler: fasuington Bureau Reporter WASHINGTON — Utah Gov. Scott Matheson is back in Utah today after a whirlwind two-day visit to the nation’s capital where he metwith federalofficials on a range of issues including water rights and the MX missile. “I was mainly hereto get $1 million to help Utah and Nevada do an environmental impact study on the MX,” Matheson told The Daily Herald's Washington bureau Tuesday. The missile system would be based in the twostates. WASHINGTON (UPI) — The Central Utah Project may not have to meet somestrict environmental quality regulations, Interior Secretary Cecil Andrus has told Gov. Scott Matheson. Following a meeting in Washington, Matheson said Andrus indicated someof thestringent environmental rules which have delayed the massive waterdiversion project might be bypassed. Matheson said he and Wyoming Gov. Ed Herschler discussed severaltopics with Andrus, incluing the proposed MX missile system and the Intermountain Power Project’s plans to build the nation’s largest coal-fired electric plant near Lynndyl, Utah. Matheson met with Jack Watson, President Carter's assistantfor intergovernmentalaffairs, on the $1 million request. ‘‘He assured meit will be forthcoming soon,’ said the governor. Fellow Democratic Gov. Ed Herschler of Wyoming joined Matheson for manyof the meetings, including a two-hour session with Interior Secretary Cecil Andrus. Matheson said Andrus, a former governorof Idaho, was “very helpful” in outlining the federal role in such areas as surface mining Tegulations and water rights. ndrus has been sharplycriticized in the Westfor his role in trying to slow downorhalt reclamation Frojects such as the Central Utah Project. latheson defended the Interior Secretary Tuesday, however, telling the Daily Herald that Andrus was “only the messenger, not the author”’ of Carter administration efforts to kill such water projects. “We're very nervous over a new threat — water on Federal land which the federal governmentis making a fresh claim to,” said Matheson,‘‘Ninety percentof the water in Utahis on Federalland, soa claim by Washington to the water rights on that landis a serious threatto us.'’ Two-thirds of Utah’s land areais federally owned. Matheson said he and Herschler told Andrus “very clearly where they stood on such a federal claim. Asked if they made headway with Andrus, Matheson would only say ‘‘he’s at least considering whatwe told him.” The Utahn didn’t discuss Geneva Steel's com- liance problems with the Environmental Protec- tia Agency during this trip.‘This is being handled at another level andI felt no need to getinto it this time,” he said. ‘I feel we're moving along reasonably well at negotiating a solution. There's been excellent cooperation from Geneva and everythingtells meit will be resolved favorably.” Regarding the MX missile, Matheson, who is up for reelection this year, said, ‘‘I got the impression that federal officials are so concerned over Afghanistan right now that they're not really focus- tag on the MX.”” ; le added that he personslly “will aire ent’’ of the mammoth system in Utah i! saenis issues involved can be resolved successfully.
