Drugs to keep on hand at home Winner of 3rd place in national competition for "Most Humorous Column" 1981. by Bruce Burnham, M.D. There arc several drugs which can be very helpful to have on hand at home, before they are needed. With these, a mother can give relief to a child with an earache at night, until she can see her doctor the next morning. A case of stomach flu with severe diarrhea and cramps at 3 a.ni. could be relieved. These are examples of situations in which it could be very helpful to already have the medications at home so you don't have to wait all night until the drugstore opens. Even if you consult your doctor at night, you still cant get the medication until the next morning or after the weekend. The following is a suggested list which can he tailored to fit a family dependency on whether there arc young children or not. 1. Aspirin or tylcnol in both adult and childrens doses, for headaches, flu, fever, chills. 2. Auralgan ear drops to temporarily but quickly relieve ear aches in children. President Reagan campaigned for a defense buildup to reverse the serious decline in U.S. military strength. Now that he is following through on his campaign promise, his political oppenents are loudly complaining that he is spending too much for national defense. President Reagan is. they assert, neglecting the poor while increasing military spending to highs. This is not true. President Reagans proposed 1983 defense budget of $258 billion sets a record, but these 258 billion dollars arc has less inflated dollars which purchasing power than the dollars spent on defense at any prior time. As you notice whenever you go shopping these days, almost every item has an record-higprice tag. In my opinion, there is a more accurate way of determining true levels of spending on defense and social programs; namely, to determine what percentage of the annual federal budget TME During the period between the Korean and Vietnam wars. U.S. defense spending averaged about 50 of the federal budget and 10 of the Gross National Product (GNP). Spending for social programs under the Reagan Administration will consume around 52.0 percent of the budget or about 11.5 percent of the GNP. Since these minor emergencies seem to invariably happen just after the drug store closes, or on Sundays, or holidays, or at 2 a.m., it can be quite handy to be prepared " beforehand. , Your family doctor would probably be willing to 'authorize .'the prescription items mentioned above, to have on hand before they are actually needed. In 1970 there were 36 major agencies employing almost 28,000 workers; in 1979 there were 56 agencies employing 87,000 workers. The problems in that regulatory growth are described in a recent article by regulatory expert Antonin Scalia, who set a scenario of the auto industry being regulated by three separate agencies, each of whom thought the regulations they imposed were worth their combined (hypothetical) cost of $3.5 billion. "But what if the industry can only sustain a total of $3 billion in Scalia asked, costs, without disastrous impairment of its competitive position? Which agency is wrong? The answer, of course, is that none of them is but all of them are. world. The problem is, the real world is regulated by government workers. Adding the real world to the governmental perspective is the purpose of a bill called the Regulatory Reform Act, which is by myself and Sen. Gam, among others. The bill reforms the American regulatory process by requiring government regulators to look at the real world before they try to alter it. It requires them to weigh not only the intended benefits of a new rule but its potential costs as well and to look to alternative ways, besides regulation, of handling problems. It calls for a periodic review of existing regulations, and it also gives those who are affected by regulations including small businessmen like Bill a hand in drafting them. American business spends $100 billion a year 1.2 billion hours complying with federal regulations. Since business shoulders that burden only in theory, in reality that cost is passed along to us; regulations will cost every man, woman and child in America just over $475 this year, according to one estimate. Perhaps even more alarming than regulatory costs are regulatory increases. In 1965, 8.2 percent of the gross national product was under some form of federal regulation; 10 years later, 23.7 percent of the GNP was regulated. That growth mirrors similar growth in - The fatal flaw in the regulatory process, Scalia concludes, is the regulatory agencies' lack of the total picture. That picture will be provided by enactment of the Regulatory Reform Act, which will move the federal regulatory process away from its current habit of slapping new regulations onto every problem and more toward understanding the effects of proposed regulation instead.
