Description of Project: The proposed project would be located both on lands of the Manti-LaSa- l National Forest and Fairview City, Utah, and would consist of: (1) a new connote diversion structure, about 5 feet high; (2) a new pipeline penstink, 12 inches in diameter and 8.750 feet long; (3) a new powerhouse with an installed capacity of 250 kw; (4) a tailrace to Cottonwood Creek; (5) a new transmission line, about 1.000 feet long; and (6) appurtenant facilities. The Applicant estimates that the average annual energy output would be APPLICATION, APPLICATION. Plumb Secretary Publish in the Manti Messenger Sept. 19. 26 & Oct. 3. 10. 1985 Since August of 1982, the Utah Department of Transportation has maintained a complaint line for frustrated motorists who have a bone to pick with the state highway system or employees. The line is maintained by UDOTs Community Relations Office in Salt Lake City. According to Kim Morris, Community Relations Director, the line receives an average of 500 calls per year. A record is kept of each call and depending upon the nature of the complaint, the caller or the complaint is referred to the proper office. "We like to feel that were helping people, said Morris. Even the finest running bureaucracy can be a monstrous frustration to the citizen who is simply seeking a yes or no answer. Sometimes people call us about problems totally out of our jurisdiction, be we try to get them with the right agency. The kind of complaints received varies greatly. They range from potholes and poorly timed traffic signals to snow removal policies and damage claims. Among the most difficult complaints to resolve are windows broken from chip sealing projects and plows piling snow on freshly shoveled sidewalks and driveways. Surprising to many, the person legally responsible for broken windshields on chip scaling projects is the usually car failing to obey the 25 mph speed limit on such projects. Unfortunately, few drivers are aware of this and fail to copy the plate number of the offending vehicle. Most urban counties and cities have ordinances requiring the or tenant owner to clear property sidewalks within a certain time period following a storm. Occasionally just as you have finished shoveling your driveway, a plow comes through and piles a wall of snow on your sidewalk. Some people feel their only recourse is to call the complaint line. The Department of Transportation is not equipped nor empowered to remove snow from sidewalks or driveways. They are only empowered to remove snow from curb to curb. While the complaint line person may agree with you that it is a rotten deal, the bottom line is that you will have to Eighty percent of the calls UDOT receives are from the Salt Lake area, Morris said. Depending upon the outcome of the studies, the Applicant would decide whether to proceed with an application for ITPC liicnse. Applicant estimates that the cost of the studies under permit would be $42,000. A$. Iicliminary Permit Anyone deviling to file a competing application for preliminary permit for a proposed project must submit the competing application itself, or a notice of intent to file such an application, to the Commission on or belore the specified comment date for the particular application (see 18(1 1(4.36 (1U85)). Submission of a timely notne of intent allows an interested person to file the competing preliminary permit application no later than 30 days after the specified comment date for the paiticular application. A competing preliminary permit application must conform with 18 CFR 4.30 (b)(1) and (9) and 4.36. A7. Preliminary Permit Any qualified development applicant desiring to file a competing development application must submit to the Commission, on or before the specified comment date for the particular application, either a competing development application or a notice of intent to file such an application. Submission of a timely notice of intent to file a development application allows an interested person to file the competing application no later than 120 days after the specified comment date for the particular application. A competing license application most conform with 18 CFR 4.30 (b) ( and (4) and 4.36. A notice of A4.
