For Sale Unitary tax hinders longterm progress 15CEachor $ 10C (100 or more) Manti Messenger Office 35 S. Main, Manti Utah's unitary lax hinders its economic growth, according to the Utah Foundation. The private tax research group says the Utah corporate income tax based m a percentage of a company's worldwide earnings is one of only seven states in the nation still using this system of tax calculation for businesses. ;jfiamtottg Briefly, the unitary tax requires companies in Utah which have other holdings worldwide, to pay a percentage of their worldwide income, not just their Utah-base- FAMILY RESTAURANT 2 d Most tax authorities agree that application of the unitary tax on worldwide corporate earnings is not a major revenue producer for the state," a Utah Foundation spokesman observed. ; O O 879-896- 7 63 S. MAIN MANTI C 3rd Annual ii Dear Night Oct. 19 8:00 p.m. February, the Utah legislature's fiscal analyst estimated that repeal of the unitary tax could reduce corporate income tax revenue by as much as SI 1 to $12 million per year. "The unitary tax, however," says the Foundation, has become such an emotionally-chargeissue that financial advantage any short-terderived from the tax probably is more than offset by the loss of economic growth." According to the Foundation, the application of the tax is "bitterly resisted" by most companies and foreign governments. The rental fees will also help to cover at least some of the maintenance costs of the complex, heat, electricity and custodial services, he added. The city will also have offices on the main floor, opposite the front entrance, Mr. Cluff said. And the city Police Dept, will occupy one room in the northwest corner that will serve as an emergency operation center and will contain communication equipment. Outside this room will be a two-staparking area for police vehicles. ll "Our first consideration is getting the agencies into the complex." Mr. Cluff said, adding that the city will probably not move into its new offices until sometime in rent-payin- g November. The immediate plans for the complex also include refurbishing the auditorium, which will be used for public meetings, programs, stage plays and similar activities, lowering ceilings and carpeting hallways on the second floor, Mr. Guff said. Remodeling the mezzanine floor rooms will not be undertaken, he explained, until spaceon that floor is rented to private businesses and other agencies. "Then we'll remodel lo their specifications." Mr. Cluff said. order to utilize the second floor for offices and public events, the building must have an elevator to provide aeeess to the handicapped, Mr. Guff said, in explaining the reasons for the ramp and elevator that ore included in the current plans. Wliut is the money? uiv getting for its The need for increased economic development efforts was emphasized in a report prepared earlier this Utah's year which projected population would climb by 61 per cent over the next 25 years. The Utah Foundation study points out that 25,000 or more new jobs must be created each year to sustain Utahs population growth over the next 25 years. With more investors from foreign markets looking for expansion of their industries in growth states, a Japanese executive recently observed that Utah will not be able to compete for foreign investments if the state persists in levying a tax on international companies' worldwide income. Great Britain has also moved to take retaliatory action against Utah and the other six states which continue to impose the unitary tax. a Foundation person reported.
