Another homeowner has petitioned the city to extend a utility main to reach her property, even though one main already comes to the property, because she wants to install a sewer connection and the shortest distance off her property would be via the proposed line and not the existing one, Mr. Christiansen reported. The council recalled a previous request which had been handled on the same issue in which the city had agreed to extend the line but had done so at the expense of the property owner. It was agreed to make the same offer in this instance. The council also decided that if the property is habitable, the sewer fee must be in effect every month and will not be terminated. A rental property owner petitioned the council to have her sewer rates lowered on units she is not renting this winter. The council recalled that the sewer fees were set lower on additional rental units to begin with to compensate rental property owners for the time between rentals when their units stand vacant, and said that the only way it would consider adjusting the sewer fee on rental property is if the property is permanently converted to other uses, such as a single residence. The city has its own problems with utilities. Councilman Galen Christiansen noted, explaining that the city shop was without heat and the ambulance and fire station were operating without adequate heat since the old city hall had been shut down. The councilman noted that its a little difficult to weld and work on vehicles without heat in the shop, and that the ambulance and firetrucks had to be kept warm and ready to go at any moment. For this reason, the councilman said, hed ordered propane furnaces to be installed in all three places. The council members say they resent the gas companys stance on negotiations, which is to pull out its survey crews in an apparent effort to stampede the remaining holdouts into succumbing to public outcry and signing. The expect us to roll over and play dead," Mayor Peterson observed. "I think Mountain Fuel really doesn't care whether they go with this distribution system or not, but if we hold out, theyre the guys in the white hats and weve ruined it for every body. The city council agreed with the mayor but admitted when the time comes to deal, the gas company holds all the cards. What do we stand to gain by holding out?" Councilman Larry Cox asked. Sure, we could deliver gas cheaper ourselves, but were not going to be able to do it. What difference docs it make if our agreement w ith Mountain Fuel is for 25 or 50 years? At the end of the evening, the council agreed to leave final action on the contract in the mayor's hands, pending a telephone conversation between the remaining holdout cities, which at last report included Mt. Pleasant and Richfield, among others. Both these cities were receiving severe criticism in their own communities for failing to sign a franchise agreement, the Manti council noted, and there was a possibility that a number of the remaining cities would determine at their council meetings to succumb and sign the agreements. The present rates, they noted, had been set when the sewer contractor was still in town working on the sewer line, and now it costs much more to bring in materials to add to the lines and to bring out equipment needed to install the line.
