In 1986 he completed 144 of 265 passes for 2,069 yards, accounted for 16 touchdowns and had only five interceptions. In all, he had over 4,000 yards passing as a varsity quarterback at Manti High School. Tyler Nielsen had 48 pass receptions in 1986 for 11 touchdowns. Governor appoints judges Governor Norman H. Bangerter this week announced the appointment of Dennis M. Fuchs to the Fifth Circuit Court, and David L. Mower to the Tenth Circuit Court. Dennis Marc Fuchs, 39, is currently chairman of the Utah State Board of Pardons. He has served on the Board since 1983. Before that, Fuchs was in private practice. From 1972-198he was trial team leader in the Salt Lake County Attorneys office. He replaces Judge Frank Noel, who was recently appointed to the Third District Court. The Fifth Circuit Court serves Salt Lake and Summit Counties. David LeGrande Mower, 39, is currently practicing law in Richfield, Utah. He served as the Garfield County Attorney from 1974 until 1978. A graduate of the University of Utah, Mower and his wife, Diane, have seven children. Mower replaces Judge Louis Tervort, who was appointed to the d Fourth District Juvenile Court.
