Show P'imfi'iifiqw Messenger-Enterpris- Doesn't want "new world order " It's time to correct an oversight To the Editor When Manti City's zoning ordinance went into effect in 1981, the planners had their eye on making a "master plan" for Manti, a pattern for current and potential growth, that would guide the way the city developed. There was, however, an oversight in the "commercial" area. The commercial area was large enough to cover the general city center, down Main Street, including most existing businesses, but did not really plan in any "growth". There is now a proposed zoning change that would enlarge the "commercial" area north down Main Street, so that Manti House Inn, Manti Motel, Roy Hatch Realty, and eventually the proposed Manti Destiny Committee site would be covered under the "commercial" zoning protection, plus open up that city center area for new business growth. This is really what should have been done in the first I am writing to you because I am very concerned. I see us at war, and I do not believe we place. If accepted, the change would open up the area should be involved in this war. I have the 1-- Letters to the Editor W invite Utter to the Editor front our roedor. Bill Peterson President Palisade Handicapped Children, Inc. Manti, Utah CNN is propaganda puppet for Iraq Attached is a copy of a letter I have written to CNN (Cable News Network) regarding my feelings toward the news reports being issued by Mr. Peter Arnett, with CNN, from Baghdad, Iraq. Being fully aware of the power of the press, especially television, I believe we as individual citizens have a responsibility to monitor the actions of the various news media. If we agree or disagree with the way the events and news are being reported, we should take the time to make our feelings known to the media After all, the individual citizen is the check and balance system for our free press. I believe my letter to CNN expresses my feelings very clearly. I urge the readers of your newspaper to take the time to inform CNN or the other news networks as to their individual feelings on the war news reporting, whether those feelings are positive or negative. Lets take the time to insure that we keep not only a free press, but an honest press. The letter: Gentlemen: I would like to express my disapproval with what I believe to be a very disgusting form of news reporting being issued from inside Baghdad, Iraq. I do not believe the news reports emanating from Baghdad constitute good or professional journalism. The information being disseminated is obviously propaganda which the one-side- d Iraqi government wants distributed world wide. It appears to me that every time the Iraqi government wants to send out their propaganda they call Peter Arnett, who runs right over to the approved area and reports exactly what the government wants shown or reported; he acts and sound like some sort ofdutiful dupe for Mr. Hussein. Civilian casualties occur in war, everyone knows this. Certainly some reporting of these losses should be brought to the worlds attention, to awaken the senses of the people as to the true tragedy, and terrible cost of war. However, to continually parade the vision of dead and wounded Iraqi women and children across the television d screen in a venue, when CNN and Peter Arnett know full well what they are accomplishing on behalf of the Iraqi government, is a despicable act which abuses the power CNN and Mr. Arnett have and the responsibility with which both one-side- are charged. If this type of news format is going to be continued then equal time, minute for minute, should be aired showing the heinous crimes Mr. Hussein has masterfully perpetuated on the civilians; unconscionable acts Iraqi the and inhuman crimes, pain and suffering he has caused to the innocent men, women and children of Kuwait and Isf&tl should be told; this is the real story. If Mr. Hussein is taken into custody, alive, he should be tried for war crimes and genocide. If found guilty, he should be put to death as an example to the rest of the would-b- e Balancing the Budget With only one more week left (the session ends Feb. 27), Utahs budget for 1992 the Legislatures top finalizing becomes priority. Because of a state constitutional requirement that property taxes be assessed equally, the Utah Supreme Court last year ruled that the AMAXCorp., amineral extraction company taxed by the state, should receive the same 20 discount on property values that locally assessed entities are of Representatives. The Lobbyist Disclosure bill, sponsored by Rep. would Kevin Garn require lobbyists to file several receiving. yearly expenditure reports. Faced with other lawsuits similar to the AMAX case, which could cause state revenue losses of up to $55 million, the Legislature has decided to restructure the property tax system this session. The most likely proposed change will result in no overall change in taxes on homes and a small increase in taxes on business properties. Utah Wilderness Resolution On Friday, Feb. 8, the Senate gave final approval to HCR 13, the Wilderness Resolution, sponsored by Senator Cary Peterson and Rep. David Adams The Legislature passed the Resolution to set forth the states position on the designation of wilderness areas in Utah and will now send it to I the U.S. Congress. The Wilderness Resolution recommends that Congress: 1) designate no more than 1.4 expenditures made and contributions received on the Tuesday before the general election and within 30 days after the election. Several other campaign reporting and lobbyist disclosure bills have been introduced and are being debated in the House Abortion Senate Bill 23, which places restrictions on birth control abortions, was passed early in the legislative session. The Legislature, faced with the reality that approximately 4,000 abortions for convenience are performed each year in Utah, felt that there are cheaper and more appropriate forms ofbirth control. Citizen Participation Senator Peterson hopes that his constituents will get involved in the legislative process. Committee meetings are held daily and are open to the public - any citizen can come and speak for or against proposed . legislation. Those who cannot come are welcome to call and leave a message for Senator Peterson or other legislators. The move doesn't force current residential owners to sell or suffer inconvenience, in fact, it benefits them, because it makes it possible for them to get higher prices for their property if a new business makes them an offer. I envision new businesses stetching north of the Cemetery toward Ephraim, surrounding the temple grounds, and from the new Alvey Lumber store toward Sterling, and look for more and more businesses in Manti's city center to go under. We encourage citizens to attend the Zoning Committee meeting on March 5 at 7 p.m., and the City Council meeting on March 12 at 7 p.m. Come discuss the matter with the city fathers. It is an important decision, and one that may affect Manti City's growth for many years into the future. Don't let it slide by, or allow the wrong decision to be made.
