The goal of the payment reform could not be more worthy; fairness to physicians, patients, and taxpayers. Unfortunately, things are not going well. The Congress and the Medicare bureaucracy have only months to sort-the- ' problems out that have plagued the system for years. The goal of the reform movement was to induce an element of reason into Medicares of payments to physicians. Out of this emerged a plan to lower fees for specialists considered to be overpaid, and raise fees for primary care physicians considered to be underpaid, while keeping Medicares total physician bill about the same.
