Great-grandparen- Our Billy loved beautiful things and loved his family. He loved horses, dogs and just hanging out with his friends. He was raised in Springfield, Ohio where he was an active member of the LDS Ward there. He held the priesthood and played on the church basketball team. He moved to Ogden with his family where he graduated from Ogden High School. Utahs 1979 action was based on Article V of the Constitution which allows for amendments to originate either in Congress or in the states. If amendments originate in the states, they must be proposed in a constitutional convention. Legal scholars generally agree that there is no way to limit the subject matter of a convention or even its power to change the rules of ratificatioa Rep.
