Insignificant or Inessential matters, that which comes from the street, of little importance or significance, trlfUng, ordinary, Dogs are problem the Editor: I have recently read a story from the Mt. Pleasant area. A sweet dog was pursued for half an hour by the animal control ofT cer who found it tied up nicely at home. The dog had a little blood on his muzzle from the scores of lambs he had killed or maimed in the short time he had been released from his pack. I have been able to see with my eyes a group of seemingly harmless pets attack a group of sheep and try to kill and maim them. The average price of a sheep is $50.00, let alone the suffering. You are personally liable for your dog. Feed and control it. Tie it up. Now that licenses and rabies shots are due February 28, 1992, please license your To chain. Here in Manti, we have been very fortunate. We have only lost four sheep and a couple of kittens this year. Since I have been working animal control the past two years I have seen some interesting phenomena. Dogs generally are very kind, loving, loyal pets. They gather mornings and in packs - and evenings something primordial happens. They somehow revert to a killing dog. The license and accompanying shots will protect it against the terrible diseases that affect dogs and men. The license will also give animal control a way to return your lost pet to you. All the dogs in this world are not worth one child who suffers and dies of rabies. Since news-and-view- s, personal opinion is allowed, may I be the first to express mine in this statement: I feel that our founding fathers of the City of Ephraim laid a sincere foundation for their city on the principle of hope: a hope of a bright future, a future of unity and cooperation to make this little city someday become to them a Zion" city, to the world a Model" city. The question I ask is this: Are we on the schedule they envisioned? Are we keeping up with what they had hoped? Or are we letting their hopes deteriorate by letting our homes, fences lots andyards deteriorate? Our past was their present; our present is also our future is it not? as well as the future of those who follow us! Olsen, son of Mr. and Mrs. Kent Olsen. I asked Lloyd (who went to take the pictures) where they were. His answer: You cant get there from here . . . you have to go to Ephraim to start. Then you go west a bit, north a mile or so, west some more, thence north for a while, then west again. At least thats the way I remember it. But Im not sure I could go there again. If you cant find Dick Peterson, who took me, then your best bet is to find an eagle about 5 p.m. and follow it. by Ray Nielsen Manti High musicians will participate in U of U Honor Orchestra Seven members of Manti Highs Chamber Orchestra were invited to participate in the University of Utahs Honor Orchestra this past weekend in Salt Lake City. As a special treat, they attended sectional rehearsals Saturday afternoon conducted by members of the Utah The third week of this 1992 session of the Utah Legislature was hectic to say the least. Following is a list of some of the bills, together with the actions taken, which might be ofinterest to you. SB 7, m Flow."This legislation allows both the Division of Wildlife Resources and Parks and Recreation to obtain water rights by gift, lease, or purchase. These water rights must be used in natural stream channels for fish propagation, public recreation, or for the preservation or enhancement of natural the stream environment. The bill passed both the House and the Senate, and is now awaiting the Governors signature. I opposed SB 7 for reasons which I explained in my letter to you last week. HB 25 Big Game This bill mandates that big game Management." management plans be prepared for all hunting units by the Division of Wildlife Resources. HB 25 passed the I louse and is now awaiting consideration by the Senate. I strongly supported the measure and was of the bill. also a HB 46 and IIB 48. These two bills are related to the management ofour State School Trust Lands. In general, the bills mandate that School Trust Lands be managed consistent with trust interests. Stated another way, School Trust Lands must be managed for the support of our public school system. The bills passed committee actions, and must now go to the full House for consideration. I supported the bills in committee, and will also do so when they are debated by the House. IIB 58, "Drug Precursor Act," and HB 59, Clandestine Drug Lab Act." The first act enhances Utahs efforts to curtail illegal precursor chemical If you dont think a comma can change the meaning trafficking related manufacturing of of language, consider the following: Demont Howell chastised me for lambasting sex in my column last week. I haughtily denied any such the illicit to statement, but hurried home to see what I had actually written. Heres the direct quote: I plan to continue to lambast . . . .poor spelling, nagging wives, sex and violence on TV, . . . ." And thats what I meant. But Demont somehow put a comma after the word sex, which, HI admit, does change the meaning. And I didnt really mean it that way. substances. The second act would outlaw clandestine drug laboratory operations in Utah. Both acts passed the House and are now before the Senate. I supported both of these acts. I believe they will be very helpful in our drug enforcement program. HB 36, Main Street Program." This Legislation establishes a comprehensive revitalization process to improve downtown districts, with the emphasis on rural Utah. Twelve pilot programs are to be initiated during the next three years. In my opinion, .the Main Street Program could be of great benefit to Sanpete County communities. I was chatting with Herman Oviatt of Manti the other day. He recently celebrated his 80th birthday. I asked him if he was as good a man at 80 as he was at 70. think I can best answer your question by saying that at my birthday party they had to appoint a committee to blow out the candles. I Not so trivial: Inasmuch as we dont observe Lincolns birthday anymore (but we do observe Martin Luther Kings) I think it might be appropriate to at least print a quote by him. A friend of Lincolns tried to console the President in his many problems by saying: I hope that the Lord is on our side. Lincoln replied kindly but emphatically that this was not his hope. Everyone was amazed. Then he went on to say, I am not at all concerned about that, for we know that the Lord is always on the side of the right. But it is my constant anxiety and prayer that I, and this nation, should always be on the Lords side. It deserves investigation by our mayors, city councils, and chambers of commerce. The bill has passed the House, and is now in the Senate for further consideration. It should be noted that over 30 states already use the program. SB 11, The Not a Drop," bill. This act provides for the suspension ofthe drivers license of a person under the age of 21, for driving with any measurable amount of alcohol in his or her Emergency Phone Numbers MantiSterling: Ephraim: 5-23- 45 body. Since the drinking of alcohol by a person under the age of 21 is already illegal, it seems to me that drinking and driving by an underage person should not be tolerated.
