Mr. Nielson said the Farmers Home Administration (FmHA) and Rural Development Administration (RDA) are being abolished and most of their loan and grant programs are being taken over under the Rural Economic and Community Development (RECD) title. The farm lending, rural housing, water and waste disposal, community facility, and business and industry programs formerly administered by FmHA or RDA will still be available at the newly named RECD offices. The farm loan programs will become part of a new Farm Service Agency created under reorganization.
