The text of a statement on the House floor follows: Mr. Speaker, fellow members of the House, I represent Utahs Third Congressional District. Most Americans know a bit about my district. Dr. Bennion's higher education administrative responsibilities have included being the Associate Commissioner for Plan-nin- g for the Utah System of Higher Education, the Project Director for the Wisconsin Statew ide Study of Nursing and Nursing Education and Academic Planner-Healt- h Sciences, and the demic Planner and Program AcaCo- ordinator for the University of Wisconsin System. Dr. Bennions education degrees are from Wisconsin, New York and Utah. He earned his Ph.D in Educational Administra- tion with a minor in Organizational Behavior at the University of Wisconsin; his masters degree in Public Administration with a minor in Political Science at Cornell University, where he was awarded a Cornell University Fellowship; and his bachelors degree in Political Science at the University of Utah, where he graduated cum laude. He has previous teaching experience at Snow College where he was an instructor of Pol itical Science. Professional affiliations in- served as a Board member and 1st Vice President, Mountain States Association of Community Colleges, and the American Association of Community Colleges. Dr. Bennion is involved in a number of civic activities, includ- ing the United Way, and the Bennion Teton Boys Ranch. The people were hurt and, yes, justifiably angry. They asked over and over again why their government would do such a thing to them. I can remember standing outside the high school and watching as dozens of black balloons were released as a symbol of w hat had happened to Southern Utah. Given this history, is it any wonder that the citizens of Utah today feel bruised and battered on public land issues? I think my colleagues can understand why I say that Utahns are suspicious of anyone from outside the state who would try to impose additional restrictions on Utahs public lands. This brings me to HR 1500, a bill that w ill shortly be in this Congress. This is a bill sponsored by one of my colleagues from New York. as w ildemess. That is an area three Monu- ment. To have outsiders introduce this bill at this time is not only highly inappropriate but offensive to the dignity of the people of Utah. Now Utah has a lot of beautiful land. Some of it should be designated as w ildemess. But additional wilderness is a terribly, terribly divisive issue in Utah. Utahns are deeply split over how much, if any, acres of BLM land in Utah should be designated as wilderness. There is absolutely no consensus on this issue. That is w hy I went and met with the sponsor of HR 1500, the gentleman from New York, a few days ago. I asked him for a cooling off period on the issue of wilderness in Utah. I told him that if he introduced his bill it would be hurtful rather than helpful because of the anger over the Monument. Any bill right now would just have the effect of pitting Utahs political leaders, environmentalists, rural residents and public land users against one another. It would dramatically and directly hurt the cause of bringing Utahns together on wilderness. I proposed a two year period during which no one in the Congress would propose Utah wilderness legislation. Utahns could then use the time to deal with the Monument and seek consensus on the issue of wilderness. Despite my appeal, my colleague from New York told me he is compelled to move forward. Frankly, I found this pretty offensive. My colleague from New York has a district that is some 2,200 mils away from mine. His district has no federal public lands at all. Surely, he has more pressing environmental concerns in his own district. Remember that HR 1 500 is not about protecting public lands in Utah. It is about showing disregard for the people of Utah and the Utah congressional delegation. I ask my colleagues, as matter of courtesy, NOT to cosponsor H.R. 1500.
