Show Lakeside Review, Wednesday, Feb. 23, 1983 1 Donations Needed tor New Roy Clock ROY David Facer, Roys building inspector, thinks Roy City needs a landmark. Not on the scale oi the Eiffel Tower or the Pyramids; just a modest, tasteful landmark suitable for a small, growing community, like Roy. During design sessions for Roys new municipal building and fire station which are slated for completion in August, Facer saw a perfect opportunity to realize his dream for the city. Included in the fire station design is a training tower which fronts on 1900 West, the main street of Roy. Facer remembered seeing a large clock on a city building in Salt Lake City and decided the fire tower was a natural location for a specially designed clock with chimes. The building committee endorsed Facers proposal. Armed with a slogan, Now is the Time for a Landmark, Facer is trying to raise $5,000. If he can raise enough money, each donor will have his name engraved on a plaque located in the new City Hall. Donations are tax deductible. For Neighborhood Watch Seminar Sunset Police Officers Go to Washington Washington. Thats Washington City, Washington County, Utah, that is. Addressing a Feb. 15 session of City Council, Mayor Norm Sant said Police Chief Archie Searle and Detective Phil would conduct a Neigh- Olm-stea- d borhood Watch seminar for Washington law enforcement agencies who wished to glean from experiences and lessons learned by the Sunset force as a result of the Rachael Runyan kidnapping August 25, 1982. The little girls abduction from a city park adjacent to her home resulted in a nationwide search that ended tragically with the recovery of her body from an isolated area in Morgan County. The case is still unsolved. Other items on the Tuesday night agenda included a Davis County Health Department report, a bid from Clearfield High School for science fair funding, and two zone variance requests. Reading from a photocopy of a letter sent to the parent corporation, Mayor Sant said that a Davis County Health Department spot check of the store located at 2385 N. Main turned up many items of concern, some of them repeat violations of ordinances governing establishments where food is 7-- 7-- served. The business was given ten days to rectify conditions including missing garbage can lids and food handling permit infraction. The is a good, valid business, Sant commented, but as a member of the agency grade, street specifications, and Engineering Fair. The money would go towards sending winners on to national level competition. In the first of two requests for zone variations, landowner Jim Meadows presented a skeletal plan for developing property bestore. hind the Meadows said that although existing commercial zoning would allow the construction of in the area, he would like a waiver in favor of legalizing multiple units up to there, based on his plans to some 66 units as condominiums. According to preliminary specifications, the development would include seven and one one Speaking for Sunsets planning commission, Ken Stewart said the commissions main concern was whether or not the units would ultimately become rental units. The city has virtually no land left for the large scale construction of singlefamily dwellings, and prior public hearings have disclosed concern by citizens over high density rentals. However, some members of the planning commission felt, according to Stewart, that the Meadows property surrounded by existing apartments with .good access, was a logical location for apartments. Councilman Clifford Spend-lov- e said he felt Meadows plan was not definitive enough at this point. Disposal of garbage and snow, drainage on a steep material types, and clearances were among the details Spend-lov- e questioned. Indicating that the proposed units would sell individually, top and bottom, for $40,000 to $45,000, Meadows assured the council that everything would comply with regulations, meeting engineering re- 7-- quirements. Councilman Scott Mikesell, who called the area in question an eyesore, said that he would like to see it developed, although he was concerned that the dwellings might become rentals if they could not be immediately sold. Sant interjected that the coun- sell cil would "definitely not allow the units to be rentals. Based on a motion by Spend-lovthe council gave tentative conapproval for the e, dominiums under provisions that definitive plans come be- fore the planning commission for final approval under plat plans. Following that action, Danny ,,705 North Wym-on- t Martin, Terrace, Provo, displayed a scale model of a common wall dwelling, one of two homes he proposed to build on one acre at approximately 1950 North off 250 West. Martin asked that the landlocked property, zoned l for 13-- A R-- single family dwellings, be changed to 3 to allow multiple dwellings, saying that while he planned to live in one side of the structure and sell duplex-lik- e R-- . granting repeat violations bother Members of the council were unanimous in supporting a $275 contribution from the towns coffers to top contenders in the School- Science - cians.
