The proposal to make the North Emery Water Users Board a Special Service District met with some discussion. This proposal was initiated iteeause North Emery needs funding beyond what users cun provide, and if they became a SSI) then they would be eligible to apply to thi'Comnuinity Impact Board for fundingand possibly be the recipients of some mineral lease money. The possibility of absorbing North Emery into the Castle Valley Special Service District was also looked at, but it was determined that it was not feasible to do so at this A citizen commented, I um concerned that the County Commissioners would appoint the bourd members and we want someone familiar with the issues that are in the area and has an understanding of sociation of Conservation Districts.
