The semi-woris currently about 40 percent com- FARMINGTON Davis County Commissioners signed over $18.7 million in industrial revenue bonds to Chevron U.S.A. last week for pollution control devices for the companys oil shale s plant, currently under construction in North Salt Lake. WILLIAM JENSEN, a Chevron representative, said the company has already arranged for the purchase of the pollution control equipment. The semi-worplant, which is expected to cost $100 million by completion, is being built northwest of the existing North Salt Lake Chevron refinery. The facility is being tagged as an experimental vem pleted. Groundbreaking for the plant began late last year, despite a heated annexation suit between North Salt Lake and Chevron officials. North Salt Lake City Council members voted to annex the refinery island last July, saying the facility and its workers received services from the city and yet, had to pay few taxes in return. CHEVRON FILED a countersuit against the city late last year which contends the company is being semi-work- Kaysville unnecessarily burdened with property taxes and yet, does not receive a comparable amount of services from the city. A hearing, which will determine whether or not Chevron remains a part of the city, is scheduled for early August in Farmington Second District Court. PRIOR TO approving the industrial revenue bonds for pollution control equipment, Davis County Com. Harry B. Gerlach said he had contacted North Salt Lake Mayor Robert Palmquist to let him know that the bonding process was moving forward. The countys agreement to issue the bonds came about before North Salt Lake began annexation procedures, the commissioner said. Mayor Palmquist was out of town during the Tues ture and will specialize in extracting day bond approval. THE BOND resolution, approved unanimously by the commission, includes: A financing agreement between the county and Chevron U.S.A. AN LNDENTLRE agreement between Chevron, the county and Zions First National Bank. A Bond purchase agreement. AN OFFICIAL "statement of escrow between Chevron U.S.A. and the Bankers Trust Company.
