Layton CITY PLANNER J. Scott Carter attributes Laytons progressive nature to its broad base of residents. Close proximity to Hill Field and the Freeport Center has brought more people from diverse backgrounds into the city. After talking to the companys attorneys, Mr. Schuttloffel said Star West officials changed the contract to meet minimum requirements within the city.
