This corner lot is considered to be a crucial buffer zone separating the commercial developments of Layton from the residential section. RESIDENTS have consis-tantl- y opposed attempts to convert tfce property into a commercial zone. Developers have attempted to build several commercial structures on the site. The last proposal was for a professional and office building. Thursday evening, developer Stan Layton approached the council with a multiple dwelling unit plan. His preliminary drawing showed three units. They would be constructed in townhouse units of a split level or a two level design. All would have brick veneer exteriors. ACCORDING to the plan, entry would be on the east side of the units by the existing mill. Parking would be in the interior of the development and landscaping in keeping with the surrounding homes would be provided on the perimeter. Heeding the suggestions made by the citizens, Councilman John Baker made the motion that the council approve but that the dethe veloper be held pretty much to the plans that were presented to the council. No more than 12 units should be built on the site. THE DEV ELOPERS should consider constructing a fence to separate the development from adjacent property owners. Any changes in the plot plan would need to come before the council for approval. The citizens would be invited to the planning commission meeting when the site plan comes up for approval. In other council business, parents living near two of Laytons elementary schools asked the council to consider some safety problems that are of major concern to many people. MRS. DOROTHY Paine, representing the E.G. King PTA safety committee, asked if curb, guttering, sidewalk and black top would be in place on the north side of Rainbow Drive from Fairfield Road to the old East Layton city hall before school starts in the fall. Ladd Scoffield advised her the bids for this project had been awarded and the project MRS. PAINE also asked the council to consider the possibility of having a crossing guard stationed in front of E. G. King School. This would be in addition to the crossing guard already hired to assist children crossing Rainbow Drive and Fairfield Road. She was also interested in having speed signs with flashing lights installed near the school. The safety matters will be referred to Councilman Golden Sill for study. The safety of students attending Layton Elementary School was the concern of Mrs. Nita Workman. She pointed out to the council that many children from Cook sub- division, Circle L Mobile home park and Layton Estates Mobile home park are walking along the Union Pacific railroad tracks to get to school. Those who don't walk along the tracks are trespassing across private property, damaging yards and fences to reach the school. MRS. WORKMAN recommended the city purchase a walkway strip in the vicinity of Cook Subdivision. This would correct part of the problem. Council members were reluctant to act without studying the situation in more detail. MAYOR LEWIS G. Shields said he would work with city employees to analyze the needs and possible solutions to the problems in this area. He will also contact the Union Pacific railroad to see if some QDffiKJOffQDffi thing could be done to keep children living in the mobile home parks from walking along the railroad tracks. (North Angel Street). Developers of a day care center in this area made the request. They want to use for the dead-en- d parking. Because of several public utility lines in this area and two irrigation ditches, some of the Layton City public works employees were concerned that abandoning the street would mean the city would lose access to their utility lines.
