The couple have been working on an anthropology assignment and was their second making the appointments THE COUNCIL vacancies were filled on July 10 when the council voted to appoint Neal Scheel and Yvonne Spencer to the council. This decision was later voided when a legal opinion stated the election was illegal. Councilman Ron Spencer who resigned from the council, voted for his successor. THE COUNCIL appointment will only be until the next general election is held this fall, meaning the new council members will serve until the first of the year. Several other matters came before the council the same evening.
