Miller said their vision of Highway 89 in Manti came about because of the city survey. The survey indicated to the Main Street Steering Committee that residents wanted controlled growth with maintenance of history. "To do that, the committee decided to "save the look of Main Street" by using the Utah Department of Transportation (UDOT) "context sensitive solution." This would entail placing cement in the intersections of First South, Union and First North, designed to look like cobblestone.
