The purpose of an "809" scam is to get the victim to make a long distance phone call. The scam works like this, the intended victim gets home and notices that the message light is blinking on the answering machine. He listens to the message, which has several wrinkles, but the common one is the caller asks him to call a number beginning with area code 809 to receive information about a family member who has been ill. They may also say someone has been injured in an accident, arrested, or he has won a wonderful prize, anything that attracts attention and will get one to call the phone number. Regardless of the bait used, concerned or curious, he makes the call. Sometimes a person who claims to speak broken English will answer the phone or perhaps he will just get a long recorded message. The idea is to keep him on the line to build up charges. The scam artist makes his money from long distance charges, the longer the victim is on the line, the more he can rip-ofrom him. When on the phone, he is an unsuspecting victim, only when the phone bill comes and he sees an incredible charge, oftentimes more than $100 dollars, does he discover he has been seamed. Crooks are using the 809 numbers as and to get around the U.S. regulations and 900 number blocking. Every time a person calls the number, they get a greatly inflated rebate from the foreign phone company. Since the 809 numbers are in the Carribean, arent bound by U.S. 900 number regulations that require warning of the charge and the rate involved, and also to provide a time period during which a call may be terminated within, without the ' individual being charged. ff Often energy efficient appliances cost more than less efficient models, but usually the energy cost savings will repay the difference in purchase price over the life of the appliance. Another twist on the scam, which has been around for a couple of years, is to page people using an 809 number as a call back number. With the new area code changes, people are unknowingly returning these foreign number calls. When the bill comes, there are huge charges for the call. The Utah Department of Commerces suggestion is that no matter how the message is received, if the return number has a 809 area code, dont return the call. Its bad enough that the criminal is invading a persons privacy, dont let a wallet be invaded as well. TX-- Researchers DALLAS, have found a connection between depression and "silent stroke," a brain abnormality, according to a American Heart Association press release. In a study published in "Stroke: Journal of the American Heart Association", researchers say individuals who develop depression after age 50 should be evaluated for stroke. A silent stroke occurs when small blood vessels in the brain become blocked or rupture. They are called silent strokes because the classic warning signs of stroke such as severe headaches, dizziness or loss of motor skills does not accompany them. Individuals often dont realize theyve even had a stroke. Over time, these smaller blood vessels are unable to deliver blood or oxygen to the brain, and cells die. Eventually, an individual may develop prob'ems with memory or concentration and may even have difficulty walking. The Duke study examined more than 3,600 elderly individuals enrolled in the Cardiovascular Health Study, which recruited subjects from Medicare lists in four communities. These communities were Forsyth County, NC; Sacramento County, CA; Washington County, MD; and Pittsburgh, PA. Patients agreed to have magnetic resonance imaging (MRI) performed as part of the study.
