On Oct. 2, I watched a change in myself. I had become a hostage. Being a Viet Nam veteran, becoming a hostage was a strange feeling. Funny, I usually think of hostages in Iran or somewhere else outside of America. I never believed that the city government of Mt. Pleasant would hold me hostage. The message was clear when Mayor Christensen threatened residents that the city would deny them access to city services. Mayor Christensen said that he would have the city stop providing maintenance and snow removal to the public streets of Aspen Village. All the residents will become hostages during every snow storm. Residents will be unable to get to work, or receive emergency services in a timely fashion. Residents of Aspen Village are property owners. We pay the same property tax base as all property owners of Mt. Pleasant City. Four resident families of Aspen Village are elderly and on a fixed income, three resident families that I am aware of are on disability resulting Tn a fixed income. There was, however, a slight increase in May by male drivers. 2. Our overall usage, statewide, is about 62 percent. Thats statewide. If you look at the usage rate for Central Utah, we are at 36.86 percent. We were 42 3 percent last year. So, instead of improving, we are getting worse m Central Utah. In fact, we are dead last this year and last. We are consistently the worst area of the state for wearing seat belts. I want you to know that I am not going to give up on you. I am going to push the issue of seat belts and child restraints until you get so tired of me you start wear-- , ing a belt. Two of the worst offenders were my own father and mother. They are slowly but surely changing their thinking and wearing their safety belts. The other area we need a lot of improvement in is child safety seats. A child should be in child safety seats up to four years of age. Also, moms and dads, the seats only work if you use them. You also need to use them properly. ON SALE & 2.
