Show December 20, 1995 - The Pyramid - Page Seven Manti considers mobile home park MANTI The Planning Commission has advised the city council to require a local business owner to follow strict guidelines before establishing a mobile Jiome park in the city. ; After discussion with 28 patrons on Dec. 6, the commissioners made the following recommendations to the council about Lewis Millers proposed project stating that adequate parking spaces were needed; and that Miller must commit to improvements on mobile homes, such as pitched roofs and siding. They said the ?ity should require fenced border, landscaping and visual screening from neighbors; also adequate roads, turnarounds or second egress; and issue a business license with yearly inspections as to sanitation, safety, and compli; ance. j They recommended that Miller obtain a copy of Utah State standards which must be conformed to. She felt that there would be an increase in crime, property depreciation, and over a period of time would become unsightly which would be detrimental to the Board member Wayne Cox asked Rasmussen if she would be against a mobile home park located else where in the commu-- , nity. She stated that she would not be as strongly against it if it was not in her neighborhood. Byron Babbel who also opposed the park stated that he did not want pageant viewers coming to Manti to see a slum area. After hearing from both sides of the issue the board went into the executive session and discussed the following issues: whether the proposed park is harmonious to existing standards; neighbors feel it will be disruptive with noise, crime, unsightliness and other problems; citizens were concerned about increase crime from a concentration of people in one area; and property evaluations might decrease, which would result in economic loss to current residents. Also stated was that Miller has a history of positive contributions to the business community; trailer must meet HUD standards, as well as landscaping, curb and gutter, pitched roofs, siding and limiting the park to 10 pads. Other issues were the expense of the undertaking; a noticeable need for affordable housing; concern about fire and crime prevention; and feasibility of regulation of contractual conduct of renters. They recommended that Miller rewrite his proposal to address the above issues.
