This was reported by Utah Foundation, the private tax research organization, in their regular annual analysis of federal spending in Utah counties. According to the Foundation study, federal outlays in Sanpete County last year totaled $31,150,000. This compares with federal spending of $32,191,000 during fiscal 1985. SALT -- -- FmHA supports outreach program MANTI Farmers Home Ad- ministration is fully supporting an outreach program to inform minorities and women of the opportunity to serve rural farmers-rancher- s in the capacity of county committee members, according to Roger Nielson, FHA spokesman. Each committee member takes an active role in determining a farmer-rancheeligibility for Government financial assistance. Elected committee members must be persons who: have their principal farming operation within the county or area in which activities of the county committee are carried out. They must also derive the principal part of their income from farming, be a citizen or an alien lawfully admitted to the U.S. for permanent residence, not be an officer in a political party or an employee of FmHA, ASCS, SCS, or ES, and not be a borrower or spouse of k borrower of FmHA. The Department of Agriculture policy provides that membership on rs USDA committees reflect the diversity of individuals served by the programs. Therefore, to promote equal opportunities Farmers Home Administration is prepared to conduct seminars to educate minorities and women on the nominations, election, selection or appointment processes for county committees, he said. Those interested can contact the local FmHA county office and-o- r the a State Office located at 125 South State Street, Room 5438 Federal Building, Salt Lake City, Utah 84138 for further details. Those individuals qualified and interested in being nominated for this committee position should contact FmHA immediately, Nielson said. Utah-Nevad- state and local The 1986 federal expenditures in Sanpete County were equal to $1,900 per capita, or 279 percent of the personal income of the county. The 1986 federal spending included for retirement and disability payments, and $2,698,000 for nondefense contracts. Foundation analysts point out that federal spending is having a varied economic impact on Utahs 29 counties. Federal outlays last year ranged from less than $3.4 million in Piute and Rich Counties to nearly $1.9 billion in Salt Lake County. Per capita federal expenditures ranged from $1,058 per person in Emery County to a high of $21,257 in Box Elder County. When related to personal income, total federal spending was equal to 10.7 percent of personal income in Summit County and 177 percent in Box Elder County. Federal expenditures include (1) grant awards to state and local governments, individuals and other institutions, (2) federal salary and wage payments, (3) disbursements for social security, federal employee retirement and disability programs, (4) other payments and benefits to individuals, (4) procurement con- tracts, and (6) governments. Previous Foundation studies have of the f shown that only about cost of state and local services provided for the typical family in Utah is covered by the direct state and local taxes paid by that family. The other half of the cost is borne by taxes which are paid by business and industry. When an employer (such as the federal government) pays no taxes, its employees can become a net one-hal- $1,042,000 by the Defense Department, $3,988,000 for grant awards, $16,089,000 in Sanpete financial liability to the state and the community, because the cost of governmental services provided for education, highways, helath, etc. to the employee and his family may be considerably greater than the direct taxes paid. Thus, the excess cost of such services must be borne by other taxpayers through higher taxes. In some instances, however, the federal government does make payments in lieu of taxes to help offset part of this cost. have commoted courses in Pediatrics, and Geriatrics, Sports Injury; and hold degrees in Zoology from Brigham Young University, and a Masters Degree in Management from Centra! More than 95 percent of this defense spending was concentrated in the following five counties: Davis County - $717 million, Salt Lake county - $539 million, Tooele County $186 million, Weber County - $103 million, and Box Elder County - $74 million.
