Volckers late-Jul- y state- ment of Federal Reserve Board intent before a congressional committee dispelled much of the gloom over Wall Street. But its still too early to say how much. WHAT WAS not reported fully was Volckers assessment of the size of the deficit. In recent months several respected analysts have reported that the 1984 deficit would be down to $165 or $170 billion dollars. Even if there is shrinkage from better tax collections, deficits are still certain to be too largeand should be dealt with. HIS GOOD news was that the Fed wouldnt reduce the money supply this year, which may allow interest rates to decline. That was enough to turn the stock market around. A drop in interest rates would be even more encouraging. But why didnt Volcker mention 984s reported deficit decline? Wear a bright scarf to the neck or waist to add a new look to your summer outfit. THE 1981 Economic Recovery Act (the Reagan tax bill) changed that trend, but the net result to date still leaves family income $801 below that of ten years ago. Thus, it would take perhaps four more years of gains similar to that in the past three to bring the U.S. familys purchasing power back up to the 1974 level. Gains in the past three years have resulted from lower federal taxes and lower inflation. These are sure to be results Republicans talk about in this years presidential campaign, as Democrats focus on huge deficits, which they feel is borrowing on future generations to achieve todays gains.
