Show TheSalt Lake Tribune UTAH Friday, November18, 1994 B7 Sandy May Put SomeBuilding Permitson Hold By Jon Ure THE SALT LAKE TRIBUNE SANDY — Officials are poised to stop issuing building permits for high-density housing to ensure a thoughtful and planned build-out of the city’s remaining developable ground. The City Council will vote on a proposed moratorium forthe per- mits at its regular meeting on Tuesday. Land east of State Street will fall under the proposed moratorium. If, and when, building permits are again issued, developerswill also find they have been denied the city’s “bonus” densities that allow up to 50% moreunits when certain amenities are added into a multiple-family project. The council Tuesday night unanimously revoked the ‘‘bonus” provision since most developments include the amenities anyway. However, council mem- bers put off for a week a vote to enacta three- or six-month moratorium and instead told the administration to put its resources into a master plan of the remain- ing development parcels in this city of 80,000. Since the moratorium wasdiscussed Tuesday, it was effective Wednesday understate law,said City Council Executive Director Phil Glenn. Also,he said, othercities in the valley have notallowedtheir fair shareof multi-family dwellings as vacancyrates continue to hoverat less than 2%. “If one looks at the numberof multiple housing units in Sandy as opposed to other communities, Sandy can demonstrate a dispro- portionate number above what should be expected,” said Glenn. “We're concerned that developers might find Sandy an easy mark ... when we have more appropriate and higher and better uses that ground could be used for.” Glenn said the action does not signal developers to stay out of Sandy, butit tells them the city’s final expansion will be completed undersound planning principles.
