The disclosure of the report, made on the House floor Thursday by House Government Reform and Oversight Committee Chairman William F. Clinger Jr., R-Pa., touched off a rancorous partisan tiff featuring protests of outrage from Democrats and charges of perjury by Republicans. The agent’s account, extracted from the FBI's files last week, conflicted with sworn testimony by Nussbaum, public comments by Hillary Clinton and recent Statements by the agent himself. The agent told committee staff in June that former associate White House counsel William H. Kennedy III told him Livingstone owed his job to Hillary Clinton. The White House reacted Thursday night to Clinger’s disclosure with a stream of denials. Depressed? In his report ofthat interview, Sculimbrene stated: “Mr. Nussbaum advised that he has known the appointee Craig Livingstone for the period of time that he has been employed in the new administration. Mr. Livingstone had come highly recommended to him byHillary Clinton, who has known his motherfor a longer period oftime.” That report, Clinger said, “calls into question” Nussbaum’s testimonyat a June 26 committee hearing. At the hearing, Kennedy, when asked if Hillary Clinton wanted Livingstone at the White House, said: “I can state that I have never discussed Mr. Livingstone with Mrs. Clinton in any way, shape or form.” Nussbaum immediately added: “Nor did I.” In another exchange, Clinger asked Nussbaum: “Do you know who hired Craig Livingstone?” Nussbaum replied: “I do not know whobrought Mr. Living- stone into the White House.” The FBI alerted the White House to what wasin its file on Livingstone the day before Clinger’s chief counsel inspected it on July 16. Clinger said he found the “heads-up” from the bureau disturbing. FBI general counsel Howard M. Shapiro said, “It was determined that the bureau had a responsibility to advise affected parties.” As a result, he said, the Justice Department and then the White House were told of Sculimbrene’s report on July 15. Clinger also complained of an FBI visit to Sculimbrene’s house in Haymarket at 10 a.m. the next day to interview him about his taking of the Nussbaum statement. “The FBI agents conducting the interview told Mr. Sculimbrene that the White House was unhappy and concerned about this particular interview,” Clinger asserted.
