Mr. Mills Norman and Mr. Dick Larsen met with the Council to discuss a franchise to provide cable television service in the City. Mr. Mills requested an exclusive franchise for 20 years with the understanding that the system would be under construction within two years or the franchise would be forfeited. There was considerable discussion regarding the type of channels, programs, Fillconstruction, etc. more City Ordinance 78-1- 5 which provides a nonexclusive franchise to Utah Satellite Company was reviewed briefly. It was decided that some research would be done to determine the status of the Utah Satellite franchise. The tax to be levied on the 1980 assessed valuation was discussed. It was pointed out that if a larger library facility and a new swimming pool are to be accomplished, it will necessitate more money than is available at the present tax rate. Company Engineering had been contacted to investigate the problem. Their report indicated the plugging of the influent line to the aeration pond was due to grit and straw coming from the mushroom plant. Mr. Neff provided plans for a bypass to be constructed so that if the problem occurs again the sewage can be contained in the ponds. These plans have been presented to the State Division of for Health approval. Councilman Cox reported that he has some concern about the subdivision proposed for the foothill areas southeast He stated of Fillmore. that the City should be aware of any well drilling that may infringe upon water Fillmore City rights. Stuart Councilman stated he has visited the Salt Lake City landfill to get some ideas for implementing land fill techniques at the City dump. The need for establishing the property lines at the landfill site was discussed. Nielson Councilman noted that there are a number of places in town where old cars and old buildings are creating hazards and detracting from a neat appearance.
