Show A4 The Salt Lake Tribune UTAH/WORLD Thursday,May 6, 1999 Hogle Zoo Violation of Law where she is meeting 12 other chimps, including an adult male “who is showing a keen interest in her,” Dinsmore said. Led to Attack, Feds Rule Hesaid the zoo has replaced locks in the apes @ Continued from A-1 After the door was not properly padlocked, the chimps reached throughthebars to open a latch and escape into a service area in the Great Apes Building. Jamie Bradley, a part-time employee who was cleaning a nearby orangutan cage, has said he was attacked by the two male chimps, Chip and Happy. Bradley was severely injured and hospitalized for three weeksafter the attack. Tropea suffered minor injuries when she threw herself on Bradley to protect him — an action Brad- ley’s family and Dinsmore praised as heroic. Zoo employees responding to the attack were charged by Happy. They fired shotguns at Chip and Happy, both of which then were euthanized. The third chimp, a female named Tammy, later was moved to the Sedgwick County Zoo in Wichita, Kan., building with high-security, self-locking latches; added deadbolt locks as backups; and made other in locks and barriers. He said there was no mechanical failure of the old locks. Famed chimp expert Jane Goodall and othercrities have said the chimps should have been immobi- lized with tranquilizer darts instead of shotguns. But the USDA agreed with Dinsmore there wasn’t time for tranquilizers to work. “Nobody wants to shoot animals, butclearlyit appeared to be a choice between the keeper's life or getting the chimpanzee off the keeper,” said Gibbens. He called the shootings ‘‘justified.”” A few former zoo employees alleged Tropea and Bradley were inadequately trained for duty in the Great Apes Building. Gibbens said those allegations wereinvestigated andrejected. For Bradley, there “is not a training issue’ be- cause “he wasnotto bein with the animals,” Gibbens said. “He was cleaning an empty enclosure.” Gib- bens said Tropea, who previously worked for 14 years at New York’s Bronx Zoo, “was adequately trained with great apes.” The Tribune learned Tropea was trained to lock the door properly, but forgot to do so. Dinsmore released a summary of the 200’s internal investigation, including conclusions the escape was caused by human error and that zoo personnel were adequately trained and responded properly. But he refused to release the full report because “it is not necessary to go beyond what they [USDA officials) have said.” Dinsmore said that“for the short term, we do not envision bringing chimps back to the zoo,” and would dosoonly if an outdoor habitat could be provided. "The latest USDA investigation is the first since Dinsmore washired in early 1997. Under the previ- ous administration director, LaMar Farnsworth, the zoo was repeatedly investigated for alleged violations of the Animal Welfare Act. The last of those probesresulted in the zoo's late 1995 agreementto pay a $25,000 fine stemming from the deaths of two giraffes and two gazelles.
