THE commission also discussed the number of people to be employed by the agency and instructed Richard Nelson, CETA director to build in possible salary increases for CETA (Comprehensive Employment and Training Act) employees. The Manpower organization will administer CETA funds once the split with the Manpower Consortium is y finalized. The commission agreed that a council should be formed which would provide input to the executive board, composed of six members, including the three county commissioners. FEDERAL regulations call for the formation of the two boards, but, ujwin the recommendation of Mr. Nelson, the commission agreed that the county could retain more direct control of the organization if the commissioners sat on the board. As approved, the executive board will consist of the chairman of the planning council, county commissioners and two mayors, to be appointed by the Council of Governments (COG). The chairman of the executive board will be the county commissioner in charge of social services Bountiful which must be formed - FARMINGTON Davis County Board of Health approved a provisional budget which is required by the Utah State Division of Health, but decided to table voting on Davis County health board goals and objectives until group. RICHARD Johns, adof the Davis ministrator County Health Department, said the $706,894 budget doesnt tell much since it is prepared only to meet the requirements of the State Division of Health. The actual health department budget will be and approved in the fall by the Davis County Commission The provisional budget must be approved by the health board even though it includes budget figures from the last half of 1978 and the first half of 1979. As proposed, the budget calls for three new health department employees - a typist, an environmental health inspector and a community health nurse. DR. JOHNS said if the ad-- ditional expenditures are approved by the county commissioners in the fall, that increased state funding could offset the increased costs The money will be based on the state picking up the tab for additional services offered by the county health department to more people. Proposed as additional revenue sources are a $7,500 hypertension grant and a $20,000 water quality grant.
