The truth is, says a eventually tionships Brigham Young University professor, downsizing as a strategy for improvement is, by and large, a failure. Why then is it so pervasive? Its quick, its easy and its visible, says Kim Cameron, a professor of organizational behavior. Its the fastest way to satisfy stockholders who are demanding higher and higher returns. But its a lot like throwing a grenade into a company. A certain percentage of the employees will be gone, but you have no way of telling precisely who is going to be killed. What usually results is leadership anemia, he says, caused because the best employees are usually the ones to jump ship first. In the end, a corporation almost always loses company memory and company energy. The first is caused when informal networks are destroyed, information sharing is restricted and experienced employees depart. The second is caused from declining morale, loss of loyalty and commitment and the departure of younger employees, who know they are marketable. Despite this, the popularity of downsizing continues to grow. Surveys in six industrialized countries (United States, Canada, France, Germany, United Kingdom and Japan) have found that about 94 percent of major corporations have shrunk their work forces since 1990. Cameron predicts the future will continue on the same abysmal track with continued pressure for quick financial returns and a continuing disregard for employees as invaluable company resources (instead of liabilities) unless something drastic happens. Unless, says Cameron, big and small businesses alike wake up to the fact that behind downsizing there has got to be a lot of compassion for both the workers who leave and those who stay behind. I found this out, he says, where I least expected to the United States Army. In 1992, at the request of the Army, Cameron was asked to study a select Army command to determine the impact downsizing would have on the military. With the end of the Cold War, and in response to pressure to cut federal spending, a public law had been passed mandating a reduction of over 30 percent of U.S. military personnel by 1996. Cameron went expecting a study of impending disaster. What he found in 199293 and a follow-u- p study in 199596, which was not sponsored by the Army, was the exact opposite. By using fair and gradual implementation, support to and involvement of employees and targeting the elimination of waste and redundancies over head count, this particular Army command had managed to avoid many of the employee and costumer-servic- e neer, persons must request a hearing in the Protest. In the beginning, he admits, the style seems to win out. Initially, downsizing announcements usually lead to generous pats on the back from Wall Street where, almost universally, stock prices soar. But the rest of the story is rarely told. Research has shown time and again that downsizings results have been more often negative than positive, he says. Stock prices may rise for a few months but after 12 to 18 months, there is usually a definite decrease. For instance, after Unysys announced a downsizing, it saw a decrease of 81.7 percent in one year. Others follow the same one-yepattern: Chrysler experienced a 44 percent drop, General Motors a 26.8 percent drop, American Express an 18 percent drop and General Electric a 7.5 percent decrease. A majority of organizations that downsized in a recent national survey failed to achieve desired results, with only 9 percent reporting an improvement in quality. While there are no perfect solutions, Cameron believes employees and their companies could fare much better in todays downsizings. Having accepted the idea that most CEOs will continue to see no other choice available, Cameron has begun to focus not on the 91 percent of organizations that have failed (G.M. has downsized 18 times since World War II) but on those that have been able to maintain a high level of performance after a downsizing. What he didnt expect was for the Army, with its militariscommand style, tic rigidity and a perceived to reinforce the emerging pattern he was finding of best downsizing practices.
