Show Tuesday, May 4. 1993 Sun Advocate, Price, Utah 7 A ceases animal damage control in some western districts BLM The Washington, D.C., Bureau of Land Management has stopped asked to do. An initial review of some BLM documentation indicates the inadequacy may be on very technical grounds and does not reflect any significant failure by the BLM, Wallentine said. Many ranchers believe this action by BLM political leadership may signal a new direction for the BLM. Jim Baca, office of the U.S. Department of Agricul- ture Animal Damage Control (ADC) officials from controlling predators in a large number of BLM districts in west- ern states, and this will have great implications for farmers and ranchers in the West, says a Utah farm industry leader. the designee to become In Utah, the new order national BLM director, has been the commissioner of applies to Moab, Richfield, Salt Lake and Cedar City dis- state lands in New Mexico and ended ADC predator control tricts. An earlier environmentalist appeal halting predator control in the Vernal BLM District was overturned after intervention by Utah Farm Bureau, says UFB executive vice president C. Booth He said the U.S. Forest Service and Utah Farm Bureau were also successful in getting a federal judge to rule in favor of continued predator control in the Dixie and Fish Lake National Forests after evidence showed predator control by ADC was the best method of protecting livestock and big game. Wallentine said appeals filed by the Humane Society of the U.S. and other environ-mentWal-lentin- on all state lands in New Mex- ico a year ago in a highly con- troversial order. Wallentine said Baca has been quoted in the press as saying predator damage control for livestock protection has outlived its usefulness. The Humane Society appeal and the BLM order come as thousands of sheep herds have newborn lambs, cattle herds have new calves and big game have newborn animals in open areas and are especially vulnerable to predators. It is unconscionable that the Humane Society, an organization that calls itself the protector of animals, would do everything in their power to cause thousands of lambs and calves and newborn big game to be slaughtered by predators without any protection," Wallentine said. "I call that selective morality." Under the BLM order, ADC officials will be allowed to conduct emergency control programs after severe damage to livestock herds occurs. "But that means a rancher must first lose his potential profit, to say nothing of the loss of animal life, before any control measures can be taken," Wallentine said. "Thats like making sure a child gets a disease without being immunized and then taking the risk of getting the child cured." Wallentine said ranchers will also be able to control predators as best they can by private means. He said Farm Bureau and more responsible environmental organizations favor keeping predator control in the hands of government officials where more specific and targeted control efforts are employed. He said the BLM order will cost sheepmen and cattlemen many hundreds of thousands of dollars. "But it will also cost local community and statewide economies an even greater loss in jobs and taxes. A Utah State University study shows each dollar from a meat animal sold eventually creates over eight more dollars in the economy. e. al organizations prompted the BLM Washington office to issue the new order. The appeal rlnima BLM compliance with the National Environmental Policy Act assessment requirements is inadequate. However, press reports indicate the Washington office went far beyond the appeal requirements and stopped ACD predator control on up to 61 percent of all BLM lands in the West. Humane Society spokesmen have expressed pleasure that BLM went well beyond what they had been Human resource degree offered A master's degree in human resource management from Utah State University will be the Corn-N- offered over - sys- et tem in Price.
