Haven Barlow, blasted suggestions from some that the state board of vocational education take over more control of local area centers. That includes the Davis Area Vocational Center in Kaysville. It serves Davis and Morgan county adult h and graders. It has to be operated differently than colleges and universities," the senior senator in terms of years served in the Legislature emphasized. It serves adults as well as secondary students and needs to be KAYSVILLE al centers are not nical to community colleges wouldnt mean diminishing vocational education emphasis, Sen. Barlow said, I dont think it will continue as strongly. Weve got to resist every effort to have area centers put under higher education. On the governance issue over directors, such as Jack Shell at Davis Area Vocational Center, Dee Forbes, DAVC board chairman expressed a couple concerns. llth-12t- DEBRRA SPIELMAKER AND WES PENTZ Student, teacher feted LAYTON The Layton High School Chapter of the FFA recently received two special honors. J cant imagine your needs would be met as well if it was operated as the University of Utah under a centralized state board, he told board members in a special meeting. I felt at the outset when area ' centers were set up that local autonomy was necessary and should not be changed," he added. The senator was referring to a state board of vocational education proposal that would place area center directors under state board control, including setting of their salaries. In addition, state officials would determine appointments to local area center boards. ' Possible inclusion of area centers under higher education-typ- e direction instead of continuation under the state board for vocational education has also been discussed. If the state vocational board that has always governed area centers doesnt want them, then we should see if the state division of economic development would be interested, Sen. Barlow said. He was instrumental in setting up the DA VC in 1976 and the area vocational center system. Other area centers are located in Ogden, Richfield and Roosevelt. State Superintendent, of Schools James Moss assured me he is not in favor of higher education taking over governance of area centers, Mr. Barlow emphasized. Its a good system to train those who otherwise couldnt be trained to find jobs. That cant be done in higher education, he said. Area centers have programs ranging from four months to about a year leading to jobs. Sixty percent of the states population does not have access to an area center, and that includes Salt Lake County where half the states people live, Sen. HAVEN BARLOW In a meeting with four state vocational board members, including Chairman Richard Maxfield, Mr. Forbes said we cant have our director working for two masters. He would have to have allegiance to two boards. The state board members, who also met with Kent Worthington, state vocational board superintendent, agreed to further study the issue. State appointment of local area center boards was compared to y institutional councils.
