williams nominated judge rosborough Kos borough for chairman he was unanimously elected and in stating the object of the meeting he be said we have bafo before re us two propositions for a municipal govern government mant the territory Is mostly governed by municipalities one oae of these propositions eions is a bill in the legislature providing lor for ward representation which for some reason had been embargoed this bill does not provide lor for minority representation but for the rule of the majority in the municipal wards the other proposition is the granting to the minority of a representation by what Is claimed to be the magnanimity of the majority why was not that bill passed the city election could have been postponed it if necessary long enough to mature and pass it the bill would have given the minority representation on tile the american by system 8 we went want representation by law not by favor and we will get it by law it 11 we have to wait two years for I 1 it t Appi applause ause it Is urged that the OF THIS THE LIBERAL PARTY I 1 la is wanted to aid in important im octant municipal improvements acx and that this is the reason why the for a fusion was made by the peopled 8 party but it if this proposition I 1 is in made ade lit in good falth faith why was not that bill passed this proposition action has less to do with municipal ats government here than with murn furthering I 1 hering certain purposes in washington the speaker said that he had bad just heard that the senate committee on territories were prepared to report adversely on the bill for admission out but mormon lobbyists hobbyists had bad obtain eda delay for the purpose of setting nihls business through helas he was la I 1 a favor of gett getting ingall all the liberals gebby 1 a square aare toed fight and was in favor of leeping keeping up the fight the temper of ids his remarks on this point wis was very belligerent he continued anu ted ats remarks at so some me length anvel inveigling inveighing inveigh ing bitterly against L the tithing system of the mormon cht church vc and accusing a certain class clas 8 of gentiles of paying tithes to it ile be predicted ed that in christS 6 A merritt and col sells mr hoge declined V to act and th the e chair appointed W F james the committee on resolutions retired and there were ware calls for a speech from W G VAN HORN 1 who responded he said we have met as citizens of the liberal party and recent events make it necessary that we should consider what weare doing and where we are going he hoped union would be maintained in the party faint applause so go far as he be was concerned union would depend on whether this convention should endorse the nomination of certain gentlemen for the city council counci lt who hadi had he bell believed eved been nominated by the peoples party he did not believe that the liberals of utah would support any ticket nominated by thit that party but if those benti gentlemen e men are not bou bound nd by any such nominations then we can WORK IN HARMONY inflecting electing in elec tins them he felt to say that if those gentlemen were willing to have their dameg names placed on a liberal ticket he be would be willing willine to vote for them lie ho would be un unwilling willingto to make any comprise with the majority majorah party nor would he assent to any arrangement ran rita gement which would require him to vote for melin members bers of 0 the peoples party he considered the fusion proposition a 86 well laid plan to introduce dissension in the liberal party and hoped it would not succeed s if the gentlemen wao agreed to a fusion are pledged to support the ticket f framed by the peoples parly arty it the split is made immediately if such should prove to be the case the liberals had WALKED INTO A TRAP Important I 1 improvements were needed and this convention should pledge itself to endorse a municipal ticket that will assure citizens that they will be made he hoped the convention would act in aspi a spirit Tit of harmony and concilia tion he believed the results of this election would be far reaching and if the liberal would keep a solid front it would get the rights it demands incI including tiding the right of being represented until he got the right be care much for the favoron favor of representation recharged he charged that the peoples parky would boast of giving the minority that w which hichi they could not nofa win ballister Eal lister listor and maxwell were called for MR HOLLISTER RESPONDER and said he cameto listen and not to I 1 talk he thought it was unfortunate that the ind meeting eting which accepted the fusion proposition did not adjourn lor for it a fuller meeting but it seemed necessary to act promptly he was glad to see that a spirit of harmony was being displayed referring to the remarks of mr van horn and continued possibly a large majority majoria oppose the action of the other day amle ae he did not think there was an explicit obligation on the gentiles who endorsed the fusion there was an implied obligation to support the fusion ticket provided the peoples party withdrew their ticket and a citizens citizen st one was made he would though feel at liberty to scratch the f uston ticket as much as lie he pleased he presumed others felt feit ve toe same way but he would not feel at liberty in view of the action taken the other day to support an opposition ticket in his view the question of city improvements did not touch the great ques questions of the conflict here he could any sacrifice of principle principal pl in accepting theau the fusion and though thought the wisest thing was to endorse the proposition baethe but the mass of gentile votes were not governed by the action of a few P L williams then read the PREAMBLE AND resolutions prepared by the committee as follows WH WHEREAS the liberal minority in salt lake oily city has for tur years been striving to obtain district representation among the municipal officers and whereas under existing laws passed by bv the legislature such officers are elected by it a vote at large of all the citizens of whom the mormon or so called peoples party have the majority and such lucli representation has been made persistently and in some municipal wards the liberals have a majority and upon the us ual american system could elect municipal officers and whereas ane present legislature has failed and re refused fase d to act upon or pus pass a bill changing changie the present system and providing that al ermen and councilors councillors counci lors shall be chosen in in each municipal ward by ithe the ma jonty of the voters of that ward and whereas certain citizens of salt aalt late lake city have accepted a proposition from a T committee of the mormon or peoples party providing that such citizens should nominate three councilmen and one alderman and that caid committee would use its ite influence to have such nominations ratified by a convention of said peoples paita and such nominations have been so made and ratified whereas dihe concessions made axe are made as a temporary expedient for this election and carefully avoid recognizing or aavo eating the right to have each municipal ward select its of officers flers by a majority vote of the qualified voters of said ward yow Now therefore be it ii resolved that we citizens t and voters of salt lake city and members of the liberal party in mass meeting assembled first look upon the temporary concessions as a trap set by the leaders of the dominant party to prevent a full showing of the strength of the liberal vote and a glan plan to forward the abe admission of utah as a tate state second consider it TO have been adopted as a means of avoiding the just odium and responsibility of refusing to change the present u unjust J and inequitable laws and of posing avore before the people of the united states as a generous majority freely conceding ss as a favor to their opponents representation sen tation which could not D be won by the ballot while in truth the majority persistently refuse laws which would enable such representation to be fairly won at the polls third Repudiate entirely cn the action taken by certain citizens in accepting such proposals and making nominations in accordance therewith and refuse to accept as a favor granted by sufferance the privilege of naming officers for localities in which we could not elect them but assert our right now and always to have such laws that we could elect officers in localities in which we have a majority of votes oies fourth reao aleso ved that it is the duty of the city government to inaugurate and ana we pledge our support to such effective meas ures as will wil in n the 10 least possible time supply all points of our population sufficient water for domestic use and the purposes of irrigation F fifth fth resolved that we pled pledge bour our sup r port ts to tile the reasonable and speedy speedy improve meat jentof of the streets and parks and drives of this city and the establish establishment rhent of suitable and thorough systems of sewerage and the i equipment of a complete and sufficient fire d department feath ath that we put in nomination a full municipal ticket and support and vote the same P L W WILLIAMS ILLIAMS chairman the reading of the foregoing was followed by cheers and applause and gen maxwell moved to adopt the resolutions carried unanimously HENRY HENKY W LAWRENCE was called for and responded re heptas was proud to say bay he was on the side of the majority of the gentiles Gentil ps cheers sixteen years ao age his bis party had raked asked for representation in the city government and ever since had been struggling to secure it they had paid taxes and noted acted as good citizens he now felt like saying to the majority it if you want our oar help give us a fair representation in the city government helas radically callY opposed to the fusion and was bitter in his bis invective against the tae peoples party parly he predicted that in two years the liberals will have numbers sufficient chent to secure representation P L WILLIAMS being called for proceeded to deliver a lengthy speech in which he reviewed the long contest in this territory between the Libel liberals als and the peoples party giving bis big own version or of the lit flis tory story he was astei ostensibly narrating Hs his address was little more than a prolonged arraignment bof of the mormon church and of the peoples party in which he reiterated the accusations cusat ions of a quarter of a century COL JB SELLS was called tor for and responded he remarked that money did not rule la in this matter but men did the gentile element had not been consulted cen salted he the speaker knew kaew of some seme men who a little while ago would have called any gentile who would speak to a mormon a jack mormon these same men now propose to unite with the mormons cormons Mor mons and the speaker asked who are the jack mormons cormons Mor mons no now he criticized severely the action of the chairman of the liberal ml meeting which endorsed the fusion ticket charging him in effect with gross incompetency and unfairness K R D HOGE followed ina in a speech full of rancor in the course of which he poured vituperation upon the legislature for not passing the municipal bill and charged the liberal gentlemen named on the f dublon ticket as baving never been true liberals he referred to them as soft shells and made some personal re remarks that were calculated tc rouse toe the resentment of the individuals whom he named S A MERRIT said the meeting had bad business before it and moved that the meeting nominate H W lawrence for mayor car
