Show THE NEW MEW ELECTION BILL THE tem new election bill which was introduced trod by mr west and has passed the house is an excellent measure it is designed to meet the provision of section nine of the edmunds law lavy in regard to the termination of the offices of the utah commissioners sio ners the law only contemplated their retention until the legislature of 1884 should meet and provide for the filling of the offices to which they were authorized to appoint 96 proper persons I 1 for the time being an election law was passed at that session but it was vetoed by the governor who made an elaborate and detailed message giving his reasons for not sl uin the bill T the he mew mea ure now on its passage is in its ulain main provisions proA similar to the bill killed billed by the governor in 1884 but the objections which lie he offered to that bill have been squarely met in this that is to say every point which he be then made has bas been provided for except oue one or two the utter fallacy of which he must himself perceive when he comes coines to 10 carefully examine the measure and compare it with his remarks rue only objection worth mentioning that has not been met is that in regard to the uniform uniformity it of ballots the governor thought that lat the ballots should be of the same size color etc the law provides that envelopes of the same size color aud and shape shall be provided into which the voter may put what ballot ike he pleases and os on which lie he may write or print what h he chooses when it is put pat into the envelope no one can tell how or for whom or what his vote is is cast and in the new bill new provisions are made to protect the vote from identification so that it cannot be claimed by anyone any one that it is other than a berf perfectly estly secret ballot if I 1 the ballots as well 9 as q the duve envelopes lopes were required to be furnished by the county authorities and be of uniform color size etc the voters would have to take such as would be f furnished them now they can make their own ballot Us fix it how they please vote for whom tuey like and when it is put in the envelope provided every unclosed enclosed ballot will appear the and no difference can b bd detected I 1 the oath formulated for voters is th 1 same as that now in use under the 0 officials ilici als appointed by the commissioners commissio sio ners so no objection can be taken to that the bill carefully examined discloses no provisions that can be reasonably excepted to anti it if it does not become a law the governor will be puzzled to give for its rejection perhaps it is useless to expect that anything will be done which will terminate the offices of the useless and expensive incumbrance called the utah commission butia but if daiy bill does not become a law it will be only because of a determination not to carry out the plain intent of the edmunds law while the governor can help to keep in office five gentlemen friends iri ends who have the fattest and softest test sinecure in the gift of the government of the united states |
