Show NEW penitentiary PLANS specifications WANTED the following letter from the secretary of the interior r to governor west has bas been received by secretary thomas As the governor is id absent he will have to be communicated with before any action is taken the secretary aud and marshal dyer have also been requested as indicated in ia the communication to act with the governor as the board ica referred ef erred to department OF THE INTERIOR washington aug ath 1886 to the governor of the territory ol oj utah SIR sip in the sundry civil appropriation act approved march 3rd ard 1885 an appropriation i alioa of is made madeloy ma delor ilor the construction and completion of the penitentiary for the Territory of utah I 1 As a preliminary to the commencement of the work the department has decided to constitute a board for the purpose of inviting plans and specifications for the building and recommending to the department for app oval boval the plan which in the opinion of the board is the most acceptable I 1 have to request that you will serve as chairman ot of the board upon which the secretary and aad the marshal of tue te territory r will also be requested to serve the records of the department afford no information procuring of the situation on which the present penitentiary is ia located or the con atrAs tiou of the building the appropriations amounting to 45 were made in acts approved march 3 03 1853 and march 3 1855 and the money was disbursed aby by A W babbitt then secretary ot the territory under the supervision it appears appearson of the treasury department As the ap appropriation aaion now available does not provide pro vide for the p beof another site the new building will have to be erected upon a portion of the site now devoted to the purpose of the penitentiary it may beth be that atthe the records of the territorial Secre office contain information from which the board will be able to dc determine termine chetner the title of the government to the present site is perfect it ihde is desired that calef careful ul examination be made into the matter of the title and that the board in its report to the department will embody the information ob tamed the board will also consider the gues question tiou as to whether the new building should be construct ea as an addition to the present penitentiary or as a separate structure and also of what material the wall should be constructed with a view to secure the greatest durability and security as well as tile the greatest extent of accommodations lor for prisoners obtainable within the amo amount ul we the appropriation having reached a conclusion as to these preliminary questions the board will invite the presentation of plans and specifications for the building to be submitted or OL or before a specified date and after consideration of suell auca as may be secured will forward all such plans and specifications to the department with a recommendation as to which it would be advisable to accept stating in full the reasons for such a recommendation A reasonable compensation to be hereafter determined will be allowed for the accept ed cd plans and specifications but n payment will be made tor for any rejected rejected ones the plans and specifications must also include estimates lor for everything necessary to abe completion of th the building ready for occupancy and no plan will be considered which contemplates the expenditure of any amount in excess of the available appropriation very respects respectfully ally L Q 0 LAMAR secretary |
