Show DRY EARTH sanitation mayor baskin sent in the following which was read at the city council meeting last night I 1 herewith return disapproved bi bill no 18 relating to dry earth closets for the following reasons reasone sections one and two make it ful for any person hereafter to make use ot oi as a receptacle for leecal mutter matter any privy vault pit or excavation in the earth and provides as a substitute borsuch for such vaults pits and excavations earth closets section four provides pre vides that all privy vaults within sanitary districts shall be emptied lor for a depth of not less than two feet be ow the surrounding surface and that the remaining contents shall be dis infected disinfected section ten provides for the infliction of a fine of not less than 5 nor more than 60 50 for a failure to comply with the above provisions and lor for an additional fine of 5 for every twenty four hours of failure to comply with the provisions of said ordinance the act is made to take effect thirty days after its passage from the foregoing recitals it is apparent that at the end of thirty days from the passage of the act all persons persona who have failed to do th the 0 aeta before mentioned are subject to the fine mentioned on in the day that the aaa goes into effect thereby inflict inflicting punishment for omissions which occurred a before the ordinance could have hav any legal force this presents an anomaly which is without precedent again it is estimated that bat there MM ara about privies and vaults to which the proposed ordinance will appl therefore There fere these vaults cannot be emptied and infected disinfected dis wit within h it thirty days the time required by this tha act neither can the earth required be practically constructed and t luc ut in place in that time and until they can be so constructed and put 1 ya plade place fro i uti very necessity the present aki vaults and excavations must be used therefore a sufficient time should be bl given in which to perform tile the acta required by the ordinance after it annn toes into effect the ninth section provides that all premises abutting upon a street or alley where sewer connection can be made should be connected at once with tb iha sewer etc this provision is too indefinite and from the very nature of the case cannot even be commenced at once these con sections should be comm enceLl and made under the direction of the super supe inte of sewers eert rs and a reasonable time given for that purpose I 1 am in favor of the passage of an ordinance on the subject of a dry ry earth closets cl and will at an early date in connection with the health committee send to the council for its consideration bill which will hetter better a meet what 1 ite required than the present does |
