under the superintendent are in the work of the first and third bradee and this number is large enough to occupy cupy the time in supervision of one person mr Mille millspaugh paugh finds it impossible to give all the departments the supervision necessary and thinks it desirable to employ a sub bub superintendent which la Is the course pursued in ogden and other cities referred to the therein to any disposition having been made of odthe the applications alluded to knowing the superior advantages of the tonto tonic sol fa ra system as a mearis means of rapidly and thoroughly educating children in vocal music we are very desirous that the communications you have received from musicians offering to teach lt should its bould receive the consideration they deserve therefore board of education gentlemen I 1 desire to call your attention to the desirability as I 1 regard it of em employing lo 10 ing a teacher or of special ability and careful oare training to have supervision of primary grades under the superintendent about one half of our entire cor corps r ot teachers are engaged in work of the t aps first three grades this number to is large enough to occupy the time in supervision ot of one person with teachers I 1 find it I 1 impossible to visit each room oftener than once in two months on an average this is in not sufficiently often to direct the work as it should be done moreover these infrequent visits cannot be prolonged sufficiently to give the help which in many cases is needed where young teachers are employed it is extremely desirable that a supervisor visit them sufficiently often to work in a right direction and prevent the formation af erroneous habits the plan lan which I 1 propose is i the one adopted adopted in the greater number of our larger cities in the neighboring city of ogden where only forty teachers are employed such a supervisor is engaged in addition to the superintendent this recommendation I 1 have made after careful
