and the 1180 1130 union pacific and 10 welock rio bio grande western trains brought a large number of omaha kansas city and den dea ver stockyards stock yards and commission men the reception committees committe eff were on hand band and supplied the gentlemen with budges badges the south omaha head quarters at the reed were soon filled with a jovial crowd and the kansas kansada city delegated delegat ec eta headed by J H waite secretary and treasurer of the george R barse live stock commission company ably seconded by james A 8 tough son 01 of captain W 8 tough manager of the congress the cattle industry has induced the raisers to come together ft co adopt measures for their krotec uon non as the time has gone by when the industry can thrive on the plains of the delegates there were but few of them however in their seats the president appointed a committee to hunt bunt up and bring in the absentees shortly after 10 a few more members came in the house bouse was called to order and business commenced mr carroll moved that the organization be made permanent the motion carried mr J U leary chairman of the committee on resolutions had to leave suddenly for home this morning and mr ed swan was appointed to the chairmanship of said committee mr mercer offered a resolution solution rr advising the stockmen stoc kmen to reside in the range country adopted captain J Wetherill wag was then elected assistant secretary while waiting for some committees to come in anti and report a desultory discussion took place in relation to the order of busi nees the appointment or election of ft a vice president in each of the states and territories who were represented by delegates in this congress etc the adoption of resolutions was waa then proceeded with mr mercer offered the following whereas the following bill has been introduced in the house of representatives of the united states viz be it enacted etc that oleomargarine is defined in section two of chapter eight hundred and forty of the laws of the forty ninth congress transported into any state or territory or re remaining mining for use consumption sale or storage therein shall upha arrival in such state or territory be subject to the operations and effect of the laws of such state or territory enacted in ih the exercise of its police powers to the same extent and in the same manner as though such oleomargarine had been produced produce dIn in such state or territory and shall not be exempt by reason of being intro dured therein in original packages or otherwise and whereas the passage of this bill will cause a direct direkit loss on every beef animal in the united states of from to amounting in the aggregate to resolved that it is the sense os this congress in session at ogden utah that said bill be not passed and we hereby chereb we enter our protest against its its pasa pa passage sa we are willing that oleomargarine shall be sold under present lestric ions iona resolved that the secretary of this con congress congles gres shall send a copy of these resolutions to the speaker of the house of representatives and the chairman of the committee on agriculture adopted the same gent lern in offered the following whereas sensational statements have gone out through the press to the effect that the stockmen stoc kmen of the range have generally opposed the settlement of farmers and nd small stockmen stoc kmen and that they have oppressed them and ana whereas such statements are false in every particular and calculated to retard the rhe settlement of the west therefore be it resolved by the Catt lemens congress in session assembled that honest men desirous of settlement in the range country are hereby invited to come and settle oil such lands as are condition of affairs exists between the cattlemen of northern wyoming and the rustlers rustler or thieves thero therefore fore resolved that the members of this congress hereby tender their fullest sympathy and support to the legitimate cattle owners whether they are large or small of the disturbed section and express a hope that an early adjustment ot all these troubles may be effected on a basis of ius i us tice to all parties par lies and in such form as to give equal and full protection of life and property to all honest men to the end that peace harmony and prosperity may again prevail throughout the land fand in this our honorable calling E D swan presented the following which which was adopted whereas no positive action has been taken by the worlds columbian exposition in the matter of offering premiums on livestock not of pure breeding and whereas some of the states ened in this congress are especially instructed in the matter of showing beef animals therefore resolved that in the opinion of this congress the said worlds columbian exposition shall offer a suitable prize for hay fed or grass fat ened cattle resolved further that the secretary of this body forward a copy of trese resolutions to the director general of the worlds columbian commission and the chief of the live stock department of said eaid Colum columbian blin exposition by frank cooped whereas the clause known as the long and short haul clause in the interstate commerce law works an injury to the livestock live stock industry of the far west and with no corresponding benefit to any of us ue therefore be it resolved that this convention place itself on record as opposed to said clause clause in said law and that we use our influence with the the representatives in congress to accomplish a repeal of the same adopted the following lowing tol by mr ridah y was adopted resolved by the cattlemen in session at ogden utah that we unanimously extend our thanks to tle press and its stall of press representatives throughout sates S ates and territories here represented for their generous and able assistance in making this congress a grand success and we pledge ourselves to them our continued goodwill and request their future assistance in perpetrating this congress also by ridgley whereas there is a growing necessity for the adoption by this congress of some means by which a greater protection to brockmen against theft and the straying way away of stock block and whereas oneff one of the best means offered for said protection the adoption of a universal stock register or directory to be published in separate volumes in each district the whole of said volumes to be filed with the secretary of the permanent organization and whereas a form for said stock register has been submitted to this congress by JE carroll co of nUnion county oregon therefore be it resolved first that the universal stock register by said J E carrell carrall A co be adopted by this congress second that each and every stockman within the territory comprehended by this congress who have not already said register or a similar register be recommended to encourage the publication of said register by their subscription at half past 11 a recess was taken take until pm AFTERNOON SESSION at the delegates again convened after the rendering ot of a few selections by the ogden brass band on adjournment was taken for thirty minutes to witness the evolutions by a company of cadets cabets from the military academy under the direction of captain berger which received many marks of approval from those who witnessed the drill on reassembling M mr r off offered ered the following whereas it is a welt well known and attested fact that cattle and horses cannot range on lands occupied by sheep and that there is no regulation w ha ever governing utah in any of these industries on the open range and whereas present conditions render a source of ill feeling and strife between these theme industries therefore te be it resolved by this convention that we place ourselves oh ob record as de congress to enact some measure throwing around the range industry the same element of protection that the farmer manufacturer and merchant now possess in this matter of permanent location making it possible for these industries to be protected in their respective occupancy any of the open range adopted ridgeley Bid geley offered the following which was adopted whereas there is an urgent necessity for better facilities for protecting stock owners against losses of stock by theft and stray ing resolved that each local district shall provide a register of all 11 II stock brands used by the members of this organization in their districts and furnish a copy of such register to the secretary of this association so mr savage moved that all the officers elected yesterday be in made ade the permanent r manent officers of the organization irb the e motion was carried these include the president and four vice presidents savage also moved that the delegates present from the several states and territories convene together and elect a vice president for each for their respective localities the buncom indian reservations comprise com pr ise i about one eighth of the territory of utah and whereas the same is now occupied by less than 1500 indians indiana therefore be it resolved that it is the sense of this congress congre that the said reservations should be restored to the public domain and made amade subject to the land laws of the united states leu less sufficient area to provide
