Show THE WORLDS FAIR BILL IT seems that the committee on territories of the house of representatives look on the matter of the governor noris Is authority as to the worlds pair fair commissioners in the same light as set forth in the DESERET NEWS they report favorably the bill which was waa passed by the utah legislature and give reasons and authorities in support of the position taken by the Am assembly embly there is only one apparent reason why congress should not pus pass the bill and that to ia it would seem to th be an exercise of power that does not belong to congress except under the most extreme construction of the absolute sovereignty JI theory we hold that congress has no right to legislate money out of our territorial treasury or to impose a tax on the citizens of utah for territorial purposes but as this bill Is really the act of our own legislature validated in the only way possible without the governors governor Is signature the difficulty may possibly be overcome it if this th money can be obtained in the he way designed by the utah assembly one great impediment in the way of success at the worlds world sa fair will be here re moved meanwhile we hope the commissioners now appointed will continue their labors and not wait for congressional action one way or the other the house committee have this to say any about the governors objection in their report recommending the passage of the bill athis thi objection related to the second see uon of the bill which undertook to constitute the board and to name its members and the objection was based upon the opinion that the members of the board would have been officers within the meaning of the provisions of the quoted section of the organic act and that therefore their appointment could not be made by an act of the legislature your corn com does not regard it as a material consideration that the governor was mistaken in his bis understanding of that section but in support of the proposition that he was in error attention is called to the same ant authority hority which seems to dispose of the opinion that the men named as commissioners whose duty is confined to a sp specific e cw temporary horary or transient purpose not political in its nature or arising from ordinary government ata afa fairs are anything more than the mere agents of the authority which creates their functions |
