as vendor of candy and fruits commit tee on license FRANKS detective franks sent in a communication in which he announced that he wished to resign from thy the office of chief of the patrol system recently inaugurated augu rated by him the communication was received and filed and resignation accepted mr franks communication read as aa follows to the honorable mayor mavor and city council of salt lake city utah sirs sire goine some three months ago I 1 organized a private patrol to assist the police force in protecting the property and citizens of the citer this patrol was supported wholly by contribution from the people and now that the majority of the citizens believe that there is no immediate need of this patrol and believing that the present administration will furnish the necessary emary protection have refused to subscribe any further I 1 therefore ask your honorable body to accept the resignation of myself and force to take effect at once and let me say that some of the men I 1 have had under my control are worthy of consideration by the honorable council and if in your consideration there are positions to which they can be appointed it would give me great pleasure to recommend them Thank thanking ittig your honorable body lor for kindness in appointing myself and force to the duty we have been performing and trusting that you can and do feel that we the removal of the old mill on city creek was referred to the committee on streets objectionable SEWER TAX margaret sharp and others presented the following petition I 1 your petitioners petition ers undersigned undersigner under signed respectfully fully represent that on the day of january 1892 they petitioned your honorable body relative to the sewer lateral being laid on south temple street and cepro representing enting that the amount assessed to wit 2 cents per square foot 10 rods back was greatly excessive that the work could be done for much less than 1 cents per square foot and asking king that the tax a aa essed eased be made to conform in amount to the actual cost of the improvement that said was waa referred and such much recommendations taken that bids bid were adver advertised for and roce received ived by your honorable body by which the representations of your petitioners petition ers were thoroughly veri verified flod but as yet the said prayer of of your petitioners petition ers that the amount of the assessment for this pur par pose be adjusted to the actual cost of the improvement has not been aced upon whereas the said tax unless action be taken at once by your honorable body will be required to be fully paid on or before the dinst that the same being exorbitant and unjust will work a great hardship you upon the people concerned and particularly upon certain c citizens who are not financially able to pay the same wherefore your now respectfully pray that eliat the time for the payment of said assessment be extended by bi your honorable body until the matter can be fully investigated and decided your petitioners petition ers further represent that they have carefully computed the cost of said improvement according to the various bids received b by your honorable body and at whick which responsible firms have stood ready willing and anxious 1 to do the work and give heavy bonds for the faithful performance thereof and we find that at the rate figured figure dupon upon by the lowest of the five bidders allowing that the city furnish the pipe at the actual cost to it and computing buting the whole distance which the pipe won would af have to be laid including street and taking into consideration manholes bess junctions functions etc the cost would be 39 less for each block than the amount of the cites assessment in other words it would be done tor for 13 18 cent per square foot instead of 2 cents and for 66 per cent of we city citha a estimate that the cost of the same according to the very lil highest 1 best of said bidders bidders estimates couil would be only 16 cent per square toot and most of the bids are much lower than that wherefore your petitioners petition ers pray relief as above the collector was john myoung M young was on february 18 1890 appointed chief of police and a jailer for the gudex ap vired dired term of alfred resigned the term of solomon having expired young has baa been simply holding over since that time it was now permissible that a man should be appointed to fill that office until the second tuesday in april 1892 such an officer should be appointed at once on motion of
