back without recommendation the same committee reported adversely upon H F 79 referring to the g of causes of action adopted and bill rejected the committee on counties to whom was referred the petition of citizens of grand county recommended that the sum um of be appropriated report rejected judiciary committee reported favorably on the bill providing for the attaching of part of uintah the sections were too broad lund said that the present was the time to act there are thousands of tanners and citizens in all parts of the territory who signed the petitions praying for relief the was read a second time and filed for third reading rules suspended and memo rial pawed passed SATURDAY FEBRUARY 27 after the journal of the forty seventh day had been read and approved a communication was received from the house announcing the passage of C F 16 substitute providing for a uniform system of free schools throughout the territory on motion of evans the amendments made therein by the house were taken up and considered on motion of evans a conference committee consisting of Evans and peters was appointed by the chair ta confer with a like committee from the house to consider the amendments made by the lower branch in this bill as the council did not feel disposed to concur in all the amendments made the judiciary committee committed to whom was referred C F 88 a bill for an act repealing section 9 chapter 31 session laws of 1890 relating to sugar and other bounties and extending said bounties through the years 1892 and 1893 reported that they were agreed that since the law of 1890 appropriated a certain amount of money for the pur poses poe named the same should be given to the enterprises contemplated because no doubt the sugar factory at lehi was erected at grout expense on the faith of the law of 1890 referred to and since the factory did not begin to produce until the year 1891 the committee believe that the bounties already granted should be distributed through the two succeeding years the only substantial difference says the report in this law and the one already existing is that in the event of a failure on the part of the factory to manu fac ture sufficient tent sugar in the year 1892 to insecure the whole amount of money appropriated an opportunity will be affords d in the year 1893 to manufacture sufficient sugar which will entitle the law making purposes expired today the session in the house began promptly at al 2 p m w with all the seats filled except those of stoker marshall and ferry the speaker filled the places on the committees made vacant by the ab sence of ferry nine in number as follows appropriations colton highways kimball Kino ball education marshall agriculture and irrigation lawrence live stock moritz mines and mining W H irvine worlds fair marshall statistics mackay memorials to congress pierce A petition from george A hicks and forty two others of spanish pork fork protesting against the defeat of the sugar bounty bill and asking reconsideration calton moved a reference to the committee on manufactures and commerce J D irvine moved an amendment that it be laid on the table seconded by snow the vote on the amendment stood 10 ayes 10 noes 8 3 absent the speaker voted aye so the communication was tabled A notice in relation to the sugar bounty bill from a committee claiming to be democrats three in number was read and treated with contempt no reference or other disposition being made the committee on education reported in favor of the passage of H F 98 93 for the education of blind children recommending its passage adopted the committee on manufactures and commerce reported on C F 69 to encourage manufactures recommending its adoption A minority report was also presented in which the rejection of the bill was urged because it would extend favors to the sugar factory the committee com attee report was adopted and bill filed for third reading the committee on claims and public accounts reported in favor of the rejection of the claim of lorenzo barton of rejection of the claim of john W V brown 10 and als that 0 of I 1 william B R crawford for 88 all of which were agreed to and the several claims were rejected the same committee reported in favor of allowing the claims of pluto plute county and iron county on map etc and the adoption of these will put the claims in the general appropriation bill the select committee for this purpose reported as follows the committee appointed by council concurrent resolution no 6 to whom was referred the duty of examining the books of the territorial auditor of public accounts arthur pratt and territorial treasurer bolivar roberts beg to report as follows we take great pleasure in saying that the he books of each office are kept in i a highly highly satisfactory and creditable manner by the italian method or double entry bookkeeping lugg and by said system we your committee experienced no difficulty in checking and double checking each and nd every warrant issued by said auditor editor of public accounts and paid by said treasurer during the incumbency of said offices commencing march Marchl 15 5 1890 to theia their annual report submitted to hon arthur L thmas th mas governor the appropriation bills passed by the honorable legislature of 1890 were charged to their respective accounts and were verified by warrants fante issued when they became due and payable the laws making special appropriations were examined and round found to be properly entered on the auditors books warrants issued and duly paid we recommend that all special appropriations be canceled and entered in general appropriation bill as at present it is difficult to determine the demands on the treasury and such action will THURSDAY FEBRUARY 25 A communication was received from the council announcing that it had received a communication from the governor stating that he had approved of C F 26 making labor day a legal lega holiday also C F 49 amending section 2824 e s compiled laws also also C J B R 44 in relation to grants of land for the agricultural college the special order of the day the bill was then taken up quite a number of amendments were wee made to the school bill chiefly the changing of words without affecting the bill to any extent lawrence moved to recommit that the amendment might be made to
